In the tide of blue economic development and marine power construction, Qingdao took the lead in putting forward the strategic conception of constructing Chinese Blue Silicon. The breakthrough of Blue Silicon construction is the aggregation and effective combination of technology, capital, talents and other high-end elements, in which the most critical, dynamic and decisive one is the talent, especially the leading high-end ones who can bring into achievements, teams, projects and enterprises. Therefore, comprehensively grasping the current demand and supply situation of talents in Blue Silicon Valley and constructing the Talents’Supporting System of Blue Silicon Valley have important theoretical and practical significance. Now in the domestic academic circle, researches are limited in the connotation, denotation, characteristic, constructing background, significance, functional localization, running mode and innovation measures of Blue Silicon Valley. However, researches on the Talents’Supporting System are merely a part of the measures of promoting Qingdao Blue Silicon construction, which is lack in systematicness and pertinence. So, guided by human capital theory, human resource development and management theory, system dynamics theory and industry-university-research organization cooperation theory, this paper analyzes the current demand and supply situation of talents in Blue Silicon Valley according to the development strategic planning of Qingdao Blue Silicon Valley construction. In addition, based on the advanced experience and practice of talents development in the valley at home and abroad, this paper puts forward the Talents’Supporting System in the construction of Qingdao Blue Silicon Valley (hereafter called the System), analyzes the internal relation and condition between each system, puts forward optimization measures and constructs the running mode of the System. Specific contents are as follows:Chapter 1, the introduction mainly discusses the backgrounds, the goals and significance of the study. Compared with the researches and practices in and abroad, it points out the thoughts and methods as well as the highlights and creativities of the papar.Chapter2, the study analyzes the theoretical basis of the System and refers to the theories on human resources, system dynamics and industry-university-research cooperation which can be used in Blue Silicon Valley talents forcast, construction of the System, inter relations of each subsystems and establishment processing of the System operating mode.Chapter 3, the study makes a prediction of the talents’supporting of the System, mainly through frequency statistics method, questionnaire method and expert consultation method to screen index in order to get the e\aluation index system which is scientific, comprehensive and universal, and then estimate the talent number that Blue Silicon Valley need from 2015 to 2020 to provide reference for the introduction and cultivation of talent resource work.Chapter 4, the study makes a primary design for the system, which introduces the implication, construction goals and principles. It also raises basic framework including environment layer, base layer, strategic layer and function layer of the System and analyzes the inner relationship and interaction among the four subsystems. The whole system that explains the implication, constitution and operation mechanism of each subsystem at the same time is analyzed by loop analysis and profile analysis from the view of system dynamics,Chapter 5-8, firstly the study analyzes the environment layer, base layer, strategic layer and function layer of the System. Secondly it clarifies the practice carried out by Qingdao Blue Silicon Valley to each subsystem of the System. Thirdly, it points out the shortages which exist in each layer, proposing the specific measures of optimizing each layer to build the System which concentrates strongly on the talents who are good at the research and development, scientific skill and the comprehensive construction of city.Chapter 9, the study analyzes the System’s architectures and run processes. Based on Synergetics Theory, the study illuminates the relationship among the four subsystems:environment layer, base layer, strategic layer and function laye rand raises that the construction of the System is led by government, dominated by enterprises and cooperated by colleges, research institutes and the society.Chapter 10, the conclusion and development of research not only summarizes the achievements on the forecasting, system construction, four subsystems optimization and the whole system running and etc, but also analyzes the shortcomings in the research system, objects and pertinent and so on. Finally, it proposes the trend of internationalization, professionalism and combination which Qingdao Blue Silicon Valley talents developments will meet in future.
