The accuracy of selection for the leading agricultural industry is the key to industry of poverty alleviation. During the long experience of poverty alleviation, however, the causes of inefficiency are the incorrect standard of manufacture leading industry and leaders’ objective judgment. In the late 2013, Chinese government published “The Advice on mechanism of innovation in poverty alleviation development in rural areas” which put forward the “Accurate Poverty Alleviation” and required to aim the industry according the differences of industrial requirement in poor areas. Base on the document, this paper aimed on the problems of accuracy, guided with anti-poverty, sustainable development and industry selection theories, adopted Vague Delphi Method and Entropy Evaluation Method, and selected 24 villages of 3 state-level poverty county of Tai-hang mountain areas of Hebei province in the research in order to improve the accuracy of selection for leading agricultural industry and offer the decision reference of policy for improving poverty alleviation. The main contents can be conclusions as followings:Firstly, it established the collimation theoretical framework for leading agricultural industry and its indicator system.With the sustainable development of economy, society and environment, and the factors of natural resources and technology advantages, the core of this theoretical framework is to give more power and opportunities to the poor to get the accurate selection for leading agricultural industry. It established the indicator system under this theoretical framework which included aiming indicator system and effectiveness evaluation system.Secondly, it analyzed remarkable data of the collimation differences and effectiveness differences.The remarkable data of the aiming differences are income elasticity of demand, lithologic character of soil parent material, and the quality or quality of service of staffs that are in poverty alleviation. These three index weights are 0.2257, 0.1352 and 0.0686. The remarkable data of effectiveness differences are coverage of fruit forest and rural per capita net income. These two weights are 0.3275 and 0.3187, which contribute most in effectiveness evaluation.Thirdly, it verified scientific rationality of collimation theoretical framework and its indicator system through field research.According the collimation index system, the walnut industry in Lin Cheng is 0.93, and jujube industry in Xing Tang is 0.92. Both of them are the number one on rank of leading agricultural industry. And they are highly matched to the local industry through field investigation. What’s more, the comprehensive coordination index of walnut industry rose from 1.03 in 1999 to 62.21 in 2013, and the index of jujube industry rose from 0.89 in 2006 to 4.6 in 2013. That indicated the remarkable effectiveness of poverty alleviation.The one innovation point is to construct the agricultural collimation theoretical framework and indicator system. It offered the decision reference for accurate poverty alleviation through income elasticity of demand, lithologic character of soil parent material, and the staffs’ quality or service quality. The other innovation point is introducing comprehensive coordination to the effectiveness evaluation with weighted sum model, and estimating the effectiveness in quantitative method.
