With the rapid development of economy and society and the progress of science and technology, the complexity and diverseness of decision-making environment and problems that we have been dealing with have been updating. There will be more and more decision-making relying on the collective Intelligence. In the real world nowadays, due to the increasing complexity of the soci-economic environment, the ambiguity of inherent subjective nature of human thinking and the limitation of knowledge level, it is difficult for decision maker to give precise decision-making information when making the decision on some complex problems in many fields, they can only give uncertain information. This is called uncertain multiple attribute group decision-making problems. Therefore, the study of the multiple attribute group decision-making problems in uncertain decision making environment has theoretical significance and practical application value. In this paper, based on the above these research points, we summarize specific and typical decision making problems from the civil emergency management background, and investigate the group decision making methods under the uncertain environment, which has important theoretic and realistic values. In this paper, multiple attribute group decision-making problems with uncertain information are investigated from aspects of static and dynamic decisions; multiple decision-making approaches are proposed and are applied to city emergency management. The detail research contents can be concluded as follows:(1) Considering the situation that the decision makers provide their own preferences in uncertain multiple attribute group decision making problems, we define the uncertain induced hybrid aggregation operators based on intuitionistic trapezoidal fuzzy numbers and intuitionistic uncertain linguistic, which can consider individual preference information of decision maker’s attitudinal characteristics besides the ordered positions weight information and the data themselves weight information, and can obtain the results of rational decision making by using decision information completely. Then, we propose multiple attribute group decision making methods based on the uncertain induced hybrid aggregation operators, and introduce the similarity method to induce the order inducing variables, which can reflect various decision makers’preferences. An example is given to illustrated that can reflect different decision makers’preference information in the group decision environment through the order inducing variables, and solve the group decision making problems with decision makers’preference information.(2) With respect to the uncertain multiple attribute group decision making problems with the correlation between attributes and decision makers, based on the fuzzy measure and induced Choquet integral operator, we propose the uncertain induced generalized Choquet integral aggregation operators in intuitionistic trapezoidal fuzzy environment and intuitionistic uncertain linguistic environment, which apply not only to the correlation situation but also to the mutual independence situation between attributes, ant it is worth pointing out that most of the existing aggregation are special cases of our operators. Then, propose multiple attribute group decision making methods based on the the uncertain induced generalized Choquet integral aggregation operators, the induced variable values and attribute weights are measures by the Shapley value. Finally, an illustrative example is given to certify the decision making methods which not only can handle the decision making problems with correlation between attributes and decision makers, but can consider decision makers’ risk attitude, can make decision-making results more reasonable.(3) For the uncertain multiple attribute group decision making problems with the priority between attributes and decision makers, based on the traditional prioritized aggregation operators, we propose the uncertain generalized prioritized aggregation operators in intuitionistic trapezoidal fuzzy environment and intuitionistic uncertain linguistic environment, the characteristics of these aggregation operator are entirely dependent on aggregation data itself and the priority between the data. The uncertain generalized prioritized aggregation operators include a wide range of aggregation operators as special cases, and decision makers can choose and apply specific information aggregation operator to practical applications by selecting different parameters values. Then, we provide multiple attribute group decision making methods based on the the uncertain generalized prioritized aggregation operators. Finally, an illustrative example is given to demonstrate the validity and practicality of the proposed method.(4) For hybrid uncertain multiple attribute group decision making problem which contain several different types of decision-making information and need to adjust various decision makers’opinions, we discuss the basic principle and process for interactive multiple attribute group decision making. Then, based on the traditional methods to solve interactive multiple attribute group decision making problem, interactive hybrid uncertain multiple attribute group decision making approaches are proposed. Finally, an illustrative example is given to demonstrate the application value of the proposed method.
