Research On Components And Competitiveness Of Local Think Tank

The past research work on think tank of China mainland focused on a few national think tanks in Beijing, less than 10 think tanks situated at Shanghai, Guangdong and Hainan, several private think tanks. According to a large number of influential local think tanks, the corresponding research work is almost empty. At the same time, the previous studies about think tank were based on qualitative analysis methods, very few scholars tried to use statistical analysis in think tank research field. The total research has not yet formed a unified paradigm up to now. There is rare academic conclusion about developing factors and competitiveness evaluation of think tanks. Global assessment report on Chinese think tank competitiveness caused widespread controversy in China.Central principal leader of CCPC Repeatedly pointed out the importance of construction of new type think tank with Chinese characteristics from 2012. Local think tanks is one typical new type of China, play a key role in Chinese society. The research works on local think tank have important theoretical significance. Based on the above background, the thesis applies an analytical framework of strategic management theory to think tank studies. Firstly at home and abroad, the paper carries on an empirical exploration about local think tanks by means of a variety of quantitative analytical methods and mathematical models. The details are as follows.The core content of this paper is to explore two specific problems which have intrinsic link and logic relation. The first subject is to utilize multiple regression analysis and factor analysis on the empirical calculation of local think tanks, and to establish a PIME element analysis model. Secondly, on the basis of PIME model, neural network model and genetic algorithm is applied to assess the competitiveness of local think tanks.At first, the thesis give a summary description of the basic concepts and development process of think tanks and local think tanks, and conduct a literature review of previous research results about think tanks and think tanks(especially about the development factor analysis and competitiveness assessment). The research design program is presented in accordance with strategic management theory. The paper discusses the knowledge management theory, resource-based theory and core competence theory in the field strategic management, mainly about the specific application of the theory about think tank research work. Secondly, the thesis puts forward a series of studies about local think tanks located at Huai’an city of Jiangsu province, by history review, literature investigation, questionnaire, expert interview, case study and statistics analysis. Through the case study on some typical local think tank, the paper applies knowledge management theory to construct the logical model of local think tank running. A large amount of interval operation data, questionnaire survey data and expert interview data are obtained in the process of research. These data, information and detailed cases are the basis of the following empirical research of the thesis.In logic support of resource-based theory and data support of Huai’an think tank running examples, the paper conducts a quantitative study on the key factors in the development of local think tanks, by using the multivariate regression and factor analysis. The empirical conclusion shows that, since the 21 st century, especially since the 2008 global financial crisis, local think tank achieved a rapid development; the political, information, human and economical factor play a major influence in the development of local think tank; during the practical operation, local think tanks evolve into three types: decision reference, social condition and public opinion, academic research.Based on the core competence theory and the analysis results about the development elements of local think tank, the thesis uses the neural network model and genetic algorithm to make quantitative approach on competitiveness evaluation of local think tank. The genetic algorithm is applied to reduce the complicated evaluation index system of think tank, through it, the three layer BP neural network model and the Elman neural is adopted to comparison of competitiveness evaluation. Quantitative research conclusion shows that, the system integrated model based on neural network model and genetic algorithm can effectively evaluate the competitiveness of local think tank; in actual calculation, only a small number of indicators(such as 5 indicators) are sufficient for such evaluation; local think tank evaluation results show that the official think tanks and university think tanks play main role in all kinds of think tanks, a part of private think tanks and community think tanks develop quickly in recent years.Referring to the above conclusion of empirical research and qualitative analysis, the thesis further analyzes the practical experiences and existing problems of local think tanks, and puts forward some corresponding suggestions to promote the development of think tanks. Finally, the whole research work is summarized briefly, and the following research work is prospected.
