The Northeast China was one of the most important industrial bases which has made a great contribution to the socialist economic construction. Since the reform and opening up, the economic development priority of our country gradually shift to the eastern coastal areas, a large number of human resources in Northeast China, especially the high level human resources which are qualified skill of "science and technology" and "management" outflow to coastal areas, and the outflow rate is gradually accelerating.The Northeast China has already changed from the important industrial base which pulled the national economic growth in the planned economy period to the slowest economic growing area in the whole country at present, and changed from the net inflow areas of population in the planned economy period to the human resources net outflow areas. Aimed at this situation, China has issued and implemented the "Opinions on the Implementation of Northeast China and Other Old Industrial Bases in the Revitalization Strategy" in 2003 and 2009, in 2014,The State Council Premier Li Keqiang chaired a "Revitalization of Northeast China and Other Old Industrial Base" work conference, discussed the strategy and countermeasures for promoting the development of the Northeast China, he pointed out that "structural transformation, innovation driven" is the inevitable choice of the Northeast China. "public entrepreneurship, people innovation" is the inevitable way to the revitalization of Northeast China.This research suggests that human is the bearer of science and technology, human is the most active, most positive and the most revolutionary factor of the productive forces, industrial upgrading, structural transformation, technological progress, management innovation and institutional reform, etc., all need to take human resources as a guarantee. Therefore, the revitalization of the Northeast China is inseparable from a sufficient number of reasonable structured and high-qualified talents. The basic idea of this research is: based on the scholars’ analysis and summaries at home and abroad on the human resource and its allocation, the interaction between human resource allocation and regional economic growth, according to the history and current situation of human resource allocation in Northeast China, this paper analyzes the stock allocation of human resources in Northeast China by using the relevant measurement model, and it makes a regional comparison from aspects such as the human resource allocation efficiency, the impact on the industrial structure adjustment and economic growth, reveals the main problems and causes of human resource allocation in Northeast China, it draws on the useful experience of the domestic "Yangtze River Delta" and other developed areas to optimize the allocation of human resources, discusses the dynamic mechanism of the optimal allocation of human resources in Northeast China, puts forward the countermeasures and suggestions to ensure the effective operation of the human resource optimal allocation mechanism, we hope it will have theoretical reference and practical significance to optimize the allocation of human resources, improve the competitiveness of the region and achieve sustainable economic and social development in Northeast China.This paper is divided as the following six parts. Chapter one is the introduction. It summarizes and analyzes the domestic and foreign scholars’ human resources and its allocation theories, points out the key problems to be solved in this research, the research ideas and the main methods to be used.Chapter two is the basic theory of human resources allocation. On the basis of scientific definition of human resource allocation, this chapter briefly introduces the relevant theories such as the division of labor, capital organic composition, comparative earnings, endogenous economic growth, it expounds the self allocation of human resources, the regional allocation, industrial allocation, material allocation and technical allocation, it focus on the human resource allocation mechanism and the advantages and disadvantages of it, which lays the theoretical foundation for this research.Chapter three is the history, the present situation and the stock comparative analysis of human resource allocation in Northeast China. Based on a brief review of the history of human resource allocation in Northeast China, it expounds the present allocation situations of the labor force, educational resources, science and technology resources, health resources in Northeast China, this part mainly discusses the differences of the human resources stock allocation in China’s four major regions, points out the main gap of the human resources stock allocation in Northeast China, and provides a practical support for the research.Chapter four is the comparative analysis on the overall efficiency and influence of the human resource allocation in Northeast China.Based on the assumption study of the influence of human resource allocation in education, science and technology and health fields on regional economic growth, it makes a regional comparative analysis of China’s East, Middle, West and Northeast four major areas on the human resources allocation efficiency and its influence on the regional industrial structure change and the economic growth; based on the quantitative and comparative analysis, it summarizes the main problems of the economic growth and human resource allocation in Northeast China.This research considers,the main problems of human resource allocation in Northeast China are: the lack of human resources and it is still in the loss, imbalance in the structure of industry allocation, the overall allocation efficiency is not high and so on; and “ deviate from the national economic development center,lack of motivation for regional self-development, a strong labor specificity of the traditional industry, the weak adaptability to new industries, and the inflexibility of the human resource configuration mechanism which is formed under the influence of the traditional system’s long-term effect” and so on are the main causes for the human resource allocation problems in Northeast China.Chapter five is the mechanism and countermeasures of human resources optimal allocation in Northeast China.On the basis of analyzing the influence factors of human resource allocation, this chapter analyzes the internal connection among the human resource allocation, economic development, industry evolution, policy guidance and market driven,it attempts to construct the mechanism of human resource optimization allocation; it draws on the useful experience of the domestic developed areas in the optimization of human resources allocation,combines with the problems and causes of the Northeast China,proposes suggestion to optimize the human resource allocation in Northeast China,that is,adhering to the combination of policy-guidance and market-orientation, the combination of project implantation leading and private economic development, and the combination of industrial innovation development and the enhancement of the regional convenience.Chapter six, the main conclusions and the prospects. It makes a basic summary of the whole research results,summarizes the main innovations and shortcomings of this research,and makes a preliminary prospect on the future research.The main innovation points in this research:first is the theoretical exploration, it proposes the allocation mechanism of human resources. Based on the relevant theories of scholars’ human resource allocation mechanisms from home and abroad,it makes an in-depth analysis of the advantages and disadvantages of the scheme allocation and the market allocation, on the basis of the migration mechanism, according to the logical sequence of human resource allocation changes,it puts forward an innovative human resource allocation mechanism, that is “ the pursuit of human interests or values----prospect to good areas----human agglomeration and industrial combination----regional industrial development----regional development and the enhancement of facilitation----the achievement of human interests or values pursuance----the generation of the new interest pursuit”, the government guidance and market-oriented integrated action, and finally forms a virtuous cycle of development.Second is the issue analysis aspect,based on systematic collation of human resources allocation stock in Northeast China,it uses the DEA model to estimate the allocation efficiency and economic impact of human resource in Northeast china,and makes a comparison with other regions,indicates that the fixed asset investment is still the main driving force of economic growth in Northeast china,points out that the inefficiency of human resource allocation and the lack of innovation power are the main reasons for the slow growth of the Northeast China’s economy,it is clear that optimizing the structure of human resource allocation is an important choice for the Northeast China to realize the structural transformation through innovation driven.Third is the countermeasures and suggestions, based on the problems and reasons of human resource allocation in Northeast China, it learns from the domestic developed areas’ experience in human resources allocation optimization, puts forward the mechanism and countermeasures of the human resource optimal allocation with the northeast characteristics,that is,adhering to the combination of policy guidance and market orientation, the combination of government funds and social capital,the combination of project implantation leading and private economic development, and the combination of industrial innovation development and the enhancement of the regional convenience and so on. To create the human resource environment and platform for the realization of the interest or value pursuit, to drive human resources agglomeration, allocation optimization, innovation and creation, to enhance the regional competitiveness, and finally to achieve the revitalization of Northeast China.
