Affected by multiple factors such as fierce competition in the telecom market,the internet companies to enhance the role of substitution,and the resource tightened by the state,the telecom market is becoming more and more competitive.Those situation demands telecom operators to build a fine management mode which can match the strategy,then to improve the ability of resource allocation,and to tap the potential of internal management,whether it is to deal with the current market competition or to enhance the ability of sustainable development.In the perspective of strategic human resource management,it is possible to realize the enterprise strategy only when the human resource management and enterprise strategy fit together.Therefore,this study aims to explore the human resource planning of F Company,and establish a human resource allocation model matching the strategy of the enterprise.This study wants to help F Company to enhance the core competitiveness and provide some reference for other telecom operators and enterprises.Based on the F Company's management practice,this research makes a discussion of the theory of human resource allocation and human resource strategic planning.Then this research study and explore the human resource allocation of F Company,by the methods of literature analysis,case studies,questionnaire survey and interview.The whole study is consisting of three steps.Firstly,this paper analyzes the current situation of F Company's human resource allocation and some problems including the disconnection with strategy,extensive management and module partition.Then we establish the human resource allocation planning of F Company by fitting four models:the total staff allocation model,the micro-posts allocation model,and the suggestion of the personnel structure proportion,and try to establish the competency standards of the posts.Secondly,in order to ensure the goal of human resource allocation planning to achieve,we design the management path which can match F's management property and management mechanism.Ultimately,the operation and management process of human resource allocation scheme was designed to make sure that the human resource allocation can be compatible with the corporate strategy.
