With the increasing degree of market competition, the necessity of technology innovation is self-evident for many enterprises, but the high failure rate and high loss rate of technology innovation projects make them hesitate and stop. So far, most of the existing literatures focus on the key factors and the empirical analysis of the success of enterprise technology innovation, but few people will focus on the failure of technology innovation. To this end, with the aid of error-eliminating theory, this dissertation combine enterprise technology innovation and organization error to study how to analyze, diagnose and eliminate errpr of enterprise technology innovation error systems in order to provide enterprises some reference and advice for gradually standardizing technology innovation management system and minimizing the failure rate of technology innovation.Firstly, a comprehensive analysis framework of enterprise technology innovation error system is put forward. The relative independent elements in the present research of technological innovation of enterprises are integrated into an object system to comprehensively and deeply analyze which is made up of four subsystems including condition subsystem, conclusion subsystem, function subsystem and relationship subsystem, and the corresponding analysis indicators or dimensions are given in the dissertation. On this basis, from the perspective of achieving the aim functions of the enterprise technology innovation system, that is the input-output process, the discrimination rules on its input error, output error, efficiency error and risk error are constructed through the combination of qualitative analysis and quantitative calculation which is used to judge whether there are some errors in the system as a whole.Then, the enterprise technology innovation error system is diagnosed at two levels. In this paper, we think that the error of enterprise technology innovation is human error, which is triggered by the individual factors, in the context of the bad situation and the failure of organization management. Individual factors are the directly reasons of human errors and organization errors are the root of human error. Only from the source to eliminate errors, we can nip in the bud. Therefore, the diagnosis of technology innovation error system consists of two levels including identifying the human errors and tracing back the organization errors.Identifying the human error is the surface diagnosis of enterprise technology innovation error system. This part includes five aspects:In the first place, it is to clear the latent and active human error mode based on the analysis of the formation mechanism of human error; Secondly, in the basis of relationship flow function of the general system structure theory, an enterprise technology innovation system is abstracted a directed graph and its corresponding mathematical model, and then the basic system structure models of enterprise technology innovation system are established. Thirdly, through the analysis of the key elements of human error propagation, error propagation rules are studied on the directed graph by describing technology innovation activities with error logic variables. Three basic human error propagation models are established including error evolution model, error gathering model and error multiplication model; Fourthly, based on the error propagation rules, the human error diagnosis algorithm is designed by use of reverse logic reasoning on the directed graph to fix position of human error source; In the end, the error function is taken as a tool to evaluate the human error, and linear programming is taken as a tool to establish the error-eliminating decision making optimization model for the human error.Tracing back the organization error is the deep diagnosis of enterprise technology innovation error system. The purpose of this study is to explore the potential organization error hidden behind human error. Firstly, a classification system of organization error and discrimination rules of organization error modes are proposed in the basis of the basic elements and control process of the enterprise technology innovation system. Then the organization-oriented human error causation model is established through fuzzy Bayesian network after analyzing the mechanism of action how organization errors effect on human errors; At last, based on the human error causal models, the root cause analysis technique is used to trace the origin of the causes of human error events. In the process of tracing, to analyze the characterization of the human error events is starting point, and events and causes factor graph is used to simulate the process of a human error event after deep investigation and analysis.Finally, the system generating the error-eliminating strategy of enterprise technology innovation organization error is established. The system consists of four steps:Firstly, the organization error state is described by error logic variables to establish the error objects base; Secondly, according to the six basic transformation of error-eliminating theory, the basic transformation rules is designed with the help of divergent thinking to form a rules base; Thirdly, a set of alternative error-eliminating strategies are generated through some reasoning rules as a strategies base; In the end, some qualified strategies are screened out from the strategies base through the actual conditions of the enterprise, and then based on a set of optimal evaluation rules, the qualified error-eliminating strategies are evaluated and sorted by their optimal degree. The evaluation result can provide some support to help the decision makers select a satisfactory strategy to eliminate organization errors, which will promote the enterprise to continuously regulate technology innovation management system.
