Study On Forestry Professional Cooperative Benefit Distibution

After new round of national forest tenure reform, the enthusiasm of cooperation between forest farmers ran high. By the end of 2012, the quantity of forestry specialized cooperative had been built 97,800 in China, including 1728 in Fujian Province. Forestry specialized cooperative is good for scale forestry management, forest tenure reform promotion, and forestry and agriculture rights maintenance. However, because of the short time development, forestry specialized cooperative exists many profits distribution problems, such as loose internal benefits,have a difficult to distribution by patronage proportion. All of these problems are not healthy for forestry specialized cooperation’s development, and if we can find out the reason and influence factor, it will be good for the perfection and the standardization of profits distribution system. The solution to these problems not only can increase member’s cooperative positivity, cooperative operating performance and scale management and industrialization of forest industry, but also can carry out national forestry policy. It has important theoretical and practical significance for promote forestry professional cooperatives and forestry development.The basic idea of this study as follows:analyse the development trend of the international cooperative profits distribution by patronage proportion;Through consulting literature and practice study,find out that forestry professional cooperatives have a main problem of difficult to distribute profits by patronage proportion in our country;analyse the necessity and feasibility of cooperative profits distribution by patronage proportion;use logistic regression model to empirical analyse the key influence factors of cooperatives profits distribution by patronage proportion;establish game model to analyse the benefit related subject game strategy about profits distribution by patronage proportion;verify the above conclusion of empirical analysis and game analysis,and further analyse the reason of cooperatives difficult to distribute profits by patronage proportion by case;finally,put forward policy suggestions to promote the cooperative profits distribution by patronage proportion and normalize cooperative benefit distribution.The results showed that:(1) Through the analysis of cooperative economy ideology development process,the evolution of the international cooperative principles of profits distribution,foreign typical development of agriculture and forestry cooperative profits distribution,and analysis of element allocation theory, transaction cost theory, principal-agent theory applied in the cooperative profits distribution.Get a conclusion that the cooperative profits distribution trend is distributed by the patronage proportion.(2) There are many differences about benefit distribution between our country farmers’ professional cooperatives and foreign typical cooperative and international cooperative benefit principle, the main problem is that it is difficult for cooperatives to distribute profits by patronage proportion, which affected the healthy development of cooperatives.(3) Analyse the profits distribution status of forestry professional cooperatives cases which were investigated in Fujian Province, find out that only 10.8% of the total cooperatives distributed profits by patronage proportoin.Take the point if the forestry professional cooperatives did not enforce the profits distributed by patronage proportion,which against international cooperatives basic principles and value,hinder the development of cooperatives and forestry,so it is necessary for cooperatives to distribute profits by patronage proportion.No less than 60% of cooperative profits distributed by patronage proportion has become our country’s legal norms and cooperatives profits distributed by patronage proportion is feasible.(4) This paper put forward six influencing factors and their indexes of cooperative profits distribution by patronage proportion in theory;Through the survey data of forestry professional cooperatives in Fujian Province,using logistic regression model to empirical analysis,get the results that the occurrence probability of cooperative profits distribution by patronage proportion have significant positive correlation with the service class of cooperative, and have significant negative correlation with the council investment proportion above 50%.So it showed that service class cooperative is conducive to profits distribution by patronage proportion, and members differences investment is not conducive to profits distribution by patronage proportion.(5) This paper set up a game model in which participants were between two members who give capital and not give capital to the service class cooperative,analyse their game strategy combinations and the members difference benefit under the condition of whether to give preferential trading according to patronize and whether to choose allocation criterion.Results show that members choose the higher proportion between patronage and investment as surplus allocation standard, to improve their own benefit. Game equilibrium condition is member have the same proportion between patronize and investment.(6) By typical cases,test the conclusion in the empirical analysis of influence factors and difference members game about cooperative profits distribution by patronage proportion,find out that there have more restraining factors to implement profits distribution by patronage proportion such as no perfect financial system, lack of external supervision, higher accounting costs.Then this paper put forward five paths to promote cooperative profits distribution by patronage proportion and improve the system of profits distribution:expand the scale of cooperative and standardize management, reduce the investment and patronage proportion gap for member itself and between members,adhere to members democratic control, uphold the profits distribution surplus by patronage proportion complyed with norm of law, perfect the cooperative accounting system.In order to perfect cooperative accounting system further more innovative ideas and policy suggestions were given in this paper:put favorable trading data into cooperatives accounts which were distributed by patronage proportion,cooperatives assume the costs of capital interest and members cooperative action. This conclusion can become important reference in national policy,which can improve the system of profits distribution and promote forestry professional cooperatives rapidly and healthily development.
