Owing to the rapid development of Chinese economy, China’s small and medium-sized enterprises rise fast and stride into the internationalization process, which is not only a phenomenon of China, but also the inevitable trend of the world economy. The development of small and medium-sized enterprises becomes a barometer and nucleus of a country’s sustainable development of economy and trade. And they spring up in the market especially in new and high-technology fields where technology updates day by day. By the end of 2013, market entities in China reached 60.6238 million, which had increased by 10.33% than the year 2012. And there were 14.8324 millions of domestic-funded enterprises(increased by 12.15%) and 4460 thousands of foreign-funded enterprises(increased by 1.21%), of which more than 99% are small and medium-sized enterprises. Under the circumstances that China is facing its economic structure transformation, slower growth of domestic macroeconomic, stricture transformation of international trade, continuous downturn of export and weakened activity of small and medium-sized enterprises, it is of vital importance to study the different restriction and promotion of different technology standard from the side of export proceeds, to study the dynamic effect to exports of high-tech small and medium-sized enterprises by different levels of technology standards, and to conclude the law and policy of high-tech small and medium-sized enterprises by different levels of technology standards.As the encountered problems in the process of internationalization of the small and medium-sized enterprises as orientation, and the relationship between the technical standards to the R&D strategies of hi-tech small and medium-sized enterprises and the export trade as logical start point of analysis, this essay summarized the practical basis of technical-standard theory, the rules and practices of technical standards formulation and the selection effects of multi-dimensional behavior of technical standards. It described the relationship between technical standards and the R&D of enterprises, and the transmission mechanism and optimal choice between technical standards and the trade of small and medium-sized enterprises. Though the game-analysis theory, the essay gives zero-sum and non zero-sum analysis to the price, the quality and the policies of small and medium-sized enterprises, and then the impact mechanism of technical standards to the strategy of differentiated research and development of small and medium-sized enterprises. It referred to, in both technical-compatible and no technical-compatible modes, from the new views of technical adaptation and technical innovation, the optimal choices of small and medium-sized enterprises’ R&D strategies, and the affect to the export trade that brought by the choice of enterprises’ R&D strategies under technical standards. As for the empirical analysis, it took communication and electronic equipment manufacturers as study object and analyzed with panel data model and competitiveness indices the impact to the competitive strength of export products under Chinese technical standard, Japanese technical standard, German technical standard and UK technical standard. And it took regression analysis for the impact to the product export trade under different technical standard level with the time sequence model, and made the dynamic effect analysis through building a pulse model, and then offered policy suggestions from multiple sides such as from the side of subject, the side of function and the side of dynamic period, etc.This essay mainly consists of the following content:Firstly the thesis defined Chinese hi-tech small and medium-sized enterprises as research subject and technical standards as the object. Sticking to the internationalizing process of small and medium-sized enterprises, analyzed the relationship between the technical standards to the R&D strategies of hi-tech small and medium-sized enterprises and the export trade, summarized relative documents of the basic practice theory and the history of the technical-standard effects, rules and conventions, and also relative documents of network externality of technical standards, selection effect on multi-dimensional behaviors such as technical advance of export products and organizational form of product market. It described the collaborative development and the relationship of the driving, the linkage, the interaction and the condition between technical standards and the R&D ability of enterprises. The thesis inducted the transmission mechanism and optimization that technical standards brought to the international competitive strength of small and medium-sized enterprises in export product.Secondly the finitely repeated game analysis and the infinitely repeated game analysis had been applied on the price, the quality and policies which heavily affected the export trade of small and medium-sized enterprises, and made a further analysis on how the technical standards affected the differentiated research strategy of small and medium-sized enterprises in China’s hi-tech fields, thus concluded that the product differentiation, not the price competition or the government-subsidy policy, was the optimized strategy under non zero-sum game condition. And then it came to the conclusion that in hi-tech field industries technological breakthroughs and new technical standards oriented by core-technologies would become prerequisite strategically choice for enterprises, especially the less-advanced small and medium-sized enterprises for steady market share and international competitive strength.And then the thesis put a discussion on how the technical standards afftected the differentiated research strategy of small and medium-sized enterprises under the technical-compatible export conduction and no technical-compatible export conduction. From the views of technical adaptation and technical innovation and sticking to the factors of equipment selection, process selection and product design which are necessary to technical adaptation, it chose sets of introduction of patent and R&D project of small and medium-sized enterprises and analyzed the optimal choices of strategies of small and medium-sized enterprises with the methods of technology licensing trade and RJVs investment, and described how the chosen R&D strategies of enterprises affected the export trade.At last in this thesis it conducted empirical analysis with the relative data of small and medium-sized communication and electronic equipment enterprises which were of typical characteristics of hi-tech industry, and conducts empirical analysis. It analyzed how the technical standards affected the competitive strength of export products from China, from Japan, from Germany and from the UK with panel data model and competitiveness index. It studied with the time sequence model the short-term and long-term influences of international technical standard, domestic technical standard and enterprise technical standard to hi-tech small and medium-sized enterprises’ exports. It also built in the essay the pulse model for dynamic effect analysis on product exports, and after the analysis and summarizing, the thesis referred multiple suggestions from the views of the subject, the function and the dynamic period. These suggestions consisted of that small and medium-sized enterprises should join in the international standard-developing orgnizations, strengthen enterprise alliances and technical cooperations, improve the technical developing environment and technical standard-developing mechanism.
