At present,China has become the second largest economy in the world.However,due to the late start of China's high-tech industry,it still lags behind technologically advanced countries such as the United States,Germany,and Japan in terms of technology.Some core technologies are still monopolized by technologically advanced countries or multinational companies.Therefore,it is particularly important to strengthen international exchanges and cooperation and fully absorb international knowledge spillovers,so as to improve the independent innovation capability and technological progress of domestically funded enterprises in China's high-tech industries.Based on China's national conditions,this article examines the impact of international knowledge spillovers on China's high-tech industry's technological innovation capabilities in terms of FDI and import trade.This article first analyzes the mechanism of foreign direct investment and import trade on technological innovation ability from a theoretical perspective.Then it further examines the current status of China's high-tech industry in obtaining FDI and imports,and calculates the international knowledge spillovers generated by these two approaches.It pointed out the characteristics of the development of China's high-tech industry at this stage.Based on the above theories and status,we selected data from 17 sub-industry industries in China's high-tech industry from 1996 to 2015 to empirically analyze the impact of international knowledge spillovers from foreign direct investment and import trade on China's local high-tech industry's technological innovation capabilities.The results show that with the increase of foreign direct investment and import trade,the sales of new products of domestic-funded enterprises have increased significantly.At the same time,R&D investment,capital investment,manpower investment and asset investment also have a positive effect on the sales of new products,but government subsidies have no obvious effect on the sales of new products.This shows that FDI,import trade,R&D,capital investment,manpower investment and asset investment have significantly improved the ability of domestic-funded enterprises to innovate in technology.But in the current national conditions,the government subsidy's effect on technological innovation in China's high-tech industry is not obvious.Therefore,China should make full use of the knowledge spillovers generated by FDI and import trade,and increase manpower and capital investment in R&D to improve technological innovation in high-tech industries.At the same time,the government should provide targeted guidance and subsidies to enterprises,increase the efficiency of capital utilization,and boost business productivity at the same time.
