Premier li keqiang stressed the importance of developing logistics services at a meeting which is on revitalization of restructuring the northeast old industrial base, but many cities in liaoning province has positioned itself as the regional logistics center city in logistics planning. It is not unhealthy to the globally development for the logistics industry in liaoning.In the long term, Modern logistics nodes in the network optimize the whole logistics network as an important role, which is the soul of the whole logistics network.Therefore, this paper regards he layout of logistics nodes in liaoning province and its optimization problem as the research object, and researches theory and method on the optimization of urban logistics node layout system, which has theoretical value and practical reference value.for the healthy development of the logistics industry.This paper studies partitioning problem on the logistics nodes in liaoning province, it is based on the GIS theory, and determination the scope and radiation intensity of the nodes is also based on the harvard model.Hierarchy optimization problem on logistics nodes in liaoning province, forecast on the overall logistics node layout optimization problem, and established a set of systematic model of logistics node layout planning.First of all, according to the attribute circle theory and clustering analysis method drawing the preliminary plan of a result in liaoning logistics node city, From the preliminary planning results as three kinds of logistics node city in liaoning province, the first category includes shenyang, dalian, the second category, including anshan, yingkou, and the third class including fushun, dandong, jinzhou, set up a file, tieling, chaoyang,, fuxin, benxi, liaoyang, huludao.Then, we combine the ArcGIS spatial analysis technology with hough model determines, the level of logistics node subordinate relations, LiaoZhong, southern and western liaoning three main regional logistics center city of shenyang, dalian, jinzhou, respectively, LiaoZhong logistics regional nodes in tieling city, fushun, liaoyang, anshan and benxi, and their 18 counties radiating, southern area of logistics node city of yingkou, dandong and radiation eight county, western liaoning area of logistics node city of huludao, fuxin, chaoyang, and its radiation 18 counties.Further, we build the logistics park location model and dynamic logistics nodes layout optimization model of logistics park and layout optimization problem. From the perspective of technical grade, the layout of logistics nodes is divided into logistics park, logistics center and distribution center.From the Angle of administrative level it is divided into the provincial, city and county levels logistics nodes, the constituting logistics nodes hierarchy structure is divided intertwined ways in liaoning province.Finally, we combine the future economic with social development level, total logistics demand, class structure, capacity, node facilities and a series of related factors, we design the overall logistics node layout optimization scheme, and the number of the province’s logistics park is designed for 9 in 2015, including distribution carrier cities seven in the first level logistics nodes and carrier distribution cities 2 in the second level logistics nodes. and it is forecasted in 2020 the province should add 6 logistics park, respectively located in shenyang, yingkou, dandong, liaoyang, Panjin and huludao.In this paper, the optimization results have important theoretical and practical significance on liaoning province logistics rational layout and nodes construction.To further improve the existing logistics nodes layout and optimization of the theoretical system, Attribute circle theory is introduced to the regional economy in liaoning, we designed the logisticstnodes optimization based on the special demand of liaoning province, to promote economic development of the northeast old industrial base in liaoning province, logistics have practical and guiding value of endogenous power.
