Research On Decision-making For The Development Of High-end Service Industry Of Tianjin

Vigorous development of High-End service industries is very important to optimize industry structure, and to promote changing development mode, sound and fast economic development. On the basis of the definition of High-End service industry, current situation of development of High-End service industries is analyzed by comprehensive contrastive analysis, so that advantages and disadvantages are confirmed, development importance of High-End service industry of Tianjin is proposed, realization paths and safeguard measures are also proposed. Main work and innovations of the dissertation include:(1) Eight industries of High-End service industry are identified. According to literature review and the definition of High-End service industry, regarding to National statistical yearbook, eight industries of High-End service industry are confirmed.(2) Practical basis of development of High-End service industry is proposed. Development experience of developed countries or areas is addressed and summarized, which is very useful for international reference of the development of High-End service industries of Tianjin. Development experience of developed areas of China is also discussed and summarized, which is very useful for native reference of the development of High-End service industries of Tianjin.(3) The dissertation defines the fuzzy function for evaluating the attribute values, proposes the problem research method for High-End service industries based on the grey correlation theory and fuzzy comprehensive evaluation method. it investigates the developing situations of High-End service industries in six cities in china from three aspects. Finally, it explores the advantages, disadvantages and corresponding reasons.(4) The thesis develops the RF&MD-IOWA operator based on the restrict factors, the matching degrees of experts and involved attribute sets, and the induced ordered weighted averaging(IOWA) operators. It constructs the determination process of the key industries of High-End service industries in Tianjin, and applies the process to practical situations for choosing the key industries of High-End service industries in Tianjin. The new method considers the restrict factors of the developments of High-End service industries in Tianjin, the matching degrees of experts and involved attribute sets, combines the group decision theories and fuzzy preference relation theories, provides scientific basis for choosing key industries of High-End service industries in Tianjin.(5) Realization paths and safeguard measures of High-End service industry development of Tianjin are proposed. The realization paths measures include innovating development mode, implementing staged development, strengthening innovation-drive, and keeping dislocation development. Methods of optimizing developing environment are proposed, including strengthening and broadening policy support, improving investing quality and financial level, etc.
