The Government’s Ecological Responsibility In The Process Of Urbanization

Urbanization is an important measure to cause the whole national economy to develop, gradually narrow the gap between urban and rural areas and attain the objectives of building a well-off society. This is also an irreversible trend of China’s future social development. In recent years, China’s urbanization has maintained the momentum of rapid development. At the same time, China has entered the critical stage of rapid urbanization development. However, under the influence of traditional mode of urbanization, ecological environmental issues in the process of urbanization in China are endless. The further development of urbanization is hindered by the severe problems of eco-environment in many areas. The government, as a public authority, is the only supply of formal system. It is also the leader, organizer and manager to solve the ecological problems in the process of urbanization. Only the government can coordinate the distribution of benefits between the various social groups, reasonably plan the urban roads and determine the direction of development of urbanization. The government can also solve the ecological environment problems in the process of urbanization from the source by means of economic, law and administration. Therefore, it is the inevitable choice for solving the problems of ecological environment in the process of urbanization and realizing the sustainable development of urbanization to change the government idea, which is means that the government in the urbanization process should fulfill the ecological responsibility through making the government responsibility mechanism of ecological responsibility embedded in the process of urbanization. From the perspective of urban construction, this article point out that which ecological responsibility should be assumed by the government and which ecological default is there, focusing on the construction of ecological responsibility of government.There are totally six parts in this paper. Among them, the introduction, the first chapter, the second chapter and the fourth chapter as the premise and foundation of the research, are mainly analyze the related concepts about the urbanization process in the government eco responsibility and the ideological basis of foreign practical experience. The third chapter and the fifth chapter, as the research focus and core, mainly analysis the reason that there is ecological default of government in the process of urbanization and the construction path of government to carry out ecological responsibility in the process of urbanization. This paper tries to research the unity of history and reality, theory and practice, history and logic.The introduction part explains the origin of the problem. There are introductions and comments on refining of research background, the correlation research results. It is also illustrate the necessity of the research ideas, research framework, research methods, emphasis, difficulty and innovation.The first chapter focuses on the definition of basic concepts of urbanization and ecological responsibility of government. It is also point out the clarify ecological responsibility of the government in the process of urbanization, the reason why the government is the main responsibility of ecological in the process of urbanization, and the significance of the government to fulfill the ecological responsibility in the process of urbanization.The second chapter introduces the theoretical basis for the government to fulfill the ecological responsibility in the process of urbanization. Firstly, there are Marx and Engels main ideas about the resources and environment, including Marx Engels, Lenin and Stalin’s ecological thought. Secondly, this paper expounds Marx’s China about the environmental protection and the idea of ecological civilization construction, including ecological thoughts of Mao Zedong, Deng Xiaoping, Jiang Zemin, Hu Jintao and Xi Jinping. Finally, it is introduced the basic theory of government ecological responsibility of foreign scholars, mainly including the new public service theory and the theory of ecological politics, environmental right theory and ecological theory and sustainable development theory of Marx.The third chapter mainly introduces the current situation of the government to fulfill the ecological responsibility of our country in the process of urbanization, including summarize of the development of our government ecological environmental protection function in the process of urbanization and the achievements of the government in the urbanization process to fulfill their ecological responsibility. This chapter also analyzes the problems and the reasons for government’s ecological in the process of urbanization.The fourth chapter focuses on the introduction of foreign governments to fulfill their ecological responsibility experience and enlightenment to China. the successful experience explored by those countries for their actual performance in the ecological responsibility is a good reference to our government.The fifth chapter focuses on the Countermeasures of the government to carry out ecological responsibility in the process of urbanization in China. It is briefly from six aspects, that is to strengthen the government’s ecological responsibility consciousness, strengthen the urban development plan, improve the process of urbanization in the government to fulfill the ecological responsibility system, comprehensive use of various means, strengthen civic ecological environmental protection education and strengthen multilateral cooperation.
