Government Responsibility Research Of Landless Peasants’ Social Security In The Process Of Urbanization

Nowadays, our society is promoted under the wave of globalization and driven under the influence of 30 years of reform and opening up, the process of urbanization has been developed rapidly. Urbanization development can bring not only new economic development and social opportunities, but also a number of difficulties and challenges. Due to a large amount of farmland is occupied, developed and constructed, a growing number of farmers lost their survival land and evolved into a new group-the land-lost farmers. Farmers in traditional identity boundaries become blurred, they are different with the traditional farmers and also urban residents, which become edge of the urban residents. The social security problem for this group is not only related to the quality of life of its own and the family, but also to the development of the socialist harmonious society in China and our overall goal of building a moderately prosperous society in an all-round way. thus solving the problem of land-lost farmers’social security has an important significance.As a public products, the government should take on the most important responsibility of Social security.This article research to the problem of land-lost farmers’ social security mainly from the perspective of government responsibility, Through the analysis of the current situation of farmers’social security pension, medical care and social assistance, try to find the lack of government responsibility in the process of performance, such as the problems in the design of the social security system, land policy and compensation standard, the problem of social insurance fund supervision and management issues.Due to analysis these problems,we realize that land-lost farmers’ social security mainly lies in the responsibility of the government management system, financial investment and the level of social security legal system.Combined with China’s national conditions, this article provides some countermeasures and suggestions from the perspective of government responsibility, In the aspect of the social security system,the government must strengthen the attention,such as improving the social security legal system, increase financial investment,establish employment security system,strengthen social security fund supervision and operation, improving the land compensation standards,attract social and private capital spending on social security.In the aspect of the land mangement,we should clear land property rights and management rights, introducing market mechanism into the land market in order to ensure procedure justice and substantive justice;In the aspect of social insurance fund,we should increase financing channels appropriately,Strengthen the security of land-losing farmers from the breadth and depth,Let the land-lost farmers really enjoy the fruits of the reform and development.
