Study On The New Urbanization Of Government Ecological Responsibility

New urbanization is not only an inevitable trend of social development performance, but also social progress. However, the new urbanization is not blind pursuit of expanding urban space, and the transfer and expansion of the population, but requires us to perfect the institutional mechanisms to promote urbanization green low-carbon development, and establishing a new green city. The ecological environment of the harm done by the traditional urbanization had sounded the alarm to the humanity when China has entered the period of economic transition. In order to ensure the smooth development of new urbanization, we cannot develop economy at the expense of the environment. As we all know, ecological and urbanization is harmony, but the problem of environment is restricting the development of China’s new urbanization. Meanwhile, China’s facing the increasingly serious ecological environmental, such as waste of land resources, industrial "three wastes" increasing, declining per capita consumption of resources and so on. As a designer, guide, governor, Chinese government is still have many deficiencies in the performance of ecological responsibility, as follows: one-sided pursuit of economic development, inadequate investment in ecological restoration, inaction of supervision in environmental issues, and inadequate mobilization of social forces. And the main reasons are as follows: the government lack of the scientific concept of new urbanization development, imperfect laws, and ecological management system failure.In order to clear away obstacles to the development of the new urbanization construction, and to realize the harmony of economy and environment, Chinese government should undertake the eco-responsibility. This paper based on a comparative study of Chinese traditional urbanization and new urbanization, and the definition of governmental ecological responsibility, learning from the experience of developed countries’ government in fulfilling ecological responsibility, summed up the government ecological in order to apply to China development of new urbanization. There are four main viewpoints about how to improve and refine the process of urbanization in the government eco-responsibility when promote the smooth development of new urbanization as follows: ① government should remodel the concept of new urbanization development and play a guiding role in ecological environmental; ② we will improve laws for ecological environmental conservation and enlarge environment supervision of law enforcement; ③ government should rebuild ecological management system and enhance the ecosystem service capacity; ④we should promote public participation and strengthen international communication and cooperation.
