Research On Equity And Efficiency In Rural Financial Service System From The Perspective Of Ethics

It’s one of the basic goals of human social economic life and political life to purse fairness and efficiency, also an important value goal for human to build a harmonious society and to purse a loftier ethics life. On the basis of interdisciplinary of philosophy ethics and economics, this paper mainly researches the problem of fairness and efficiency in finical service in rural financial service system on ethical horizon. Through concrete analysis and comprehensive studies, it creatively puts forward the ethical construction in rural financial service system with unity of efficiency and fairness, basic theory of ethical evaluation and practical dimensions of fairness and efficiency in rural financial service system. Full test is composed of introduction and five chapters. Main points are as follows:The problem of fairness and efficiency includes the following aspects:how to define the connotation of FAIRNESS and EFFICIENCY, scale to measure the value orientation of FAIRNESS and EFFICIENCY which is dominated or influenced by certain social policy or governance idea, how to deal with the relationship between FAIRNESS and EFFICIENCY correctly, how to construct an economic, political and ethical social developing system of unity of FAIRNESS and EFFICIENCY correspond to national conditions and public opinion. Fairness and efficiency, either in theory or in practice, are not consistent, hard to juggle; both the western ideological circle and the socialist system are attempted to explore solutions to the problem. The socialist planned economy system can better guarantee the social fairness, however, it in result lead to low efficiency in the average socialist ideology. Meanwhile, the capitalist market economy can largely improve efficiency, but it lead to serious gap between rich and poor, the exploiting class and social injustice. From a perspective of ethical value, and combining with the socialist practice, by exploring socialism view of fairness-efficiency, it can be found that equity and efficiency present different concrete manifestation in the different historical period of socialism development, but the essence of socialism characteristic is stressed to vigorously develop social productive forces, to establish a new type of social relations, to improve the economic efficiency and social efficiency, and through the development of market economy and fair competition mechanism to establish a reasonable mechanism of rule of law, strengthening the construction of core value system to realize social fairness and justice, so the essential requirement of socialist is the unity of efficiency and fairness. Fairness and efficiency process a particular ethical significance, the concept of scientific development is focused on the overall consideration of methods, the balanced development ideas and theoretical connotation, it contains the value orientation of efficiency is important, justice, more. It is different from the though of "priority to efficiency and due consideration to fairness" and "guarantee fairness and efficiency is complementary", embodies the socialist ethical spirit of fairness and efficiency as a whole.The ethical function of itself of rural financial service system in China is to improve financial efficiency, to promote economic justice, to promote social harmony, and to improve civil liberties. Paying more attention on fairness to efficiency is value selection for rural financial area to comprehensively deepen reform, to realize the inclusive growth and sustainable development. Balanced consideration, scientific development and the unity of efficiency and fairness as a whole, is the goal of rural financial service system, it furthest embodies the fairness, inclusiveness and efficiency in the socialist financial system. The way to construct ethical system of fairness and efficiency as a whole in rural financial service system is:by the good faith as the core, guide the rural financial market behavior ethics; based on the efficiency, further implement the rural financial system standardization; make justice the measuring line, established the goal of rural financial institutions contribute. Paying more attention on fairness to efficiency develops "priority to efficiency and due consideration to fairness" avoiding it shortcomings, also broke the one-sided thought of "guarantee fairness and efficiency is complementary", embodies the contradiction of theory of historical materialism and philosophy thinking of two points of view, equilibrium theory.The construction of ethical evaluation system with fairness and efficiency as a whole in rural financial service includes the evaluation principles of systemic principle, the conciseness principle and regional principle. There are many problems in the implementation of fairness and efficiency in rural financial service system in our country at present stage, among them, aspects of sense of fairness: facilities of rural financial services hardware is perfect, farmers demand highly for financial services, satisfaction of farmers and herdsmen on financial institutions service is not high; efficiency problems are:losing capital limits its role in supporting agriculture, non-performing loans rebound, rural social service system is not sound, the desalting consciousness to serve "three rural" and the small micro enterprise. Perfect financial service system to meet the needs of the rural economy particularity, must be an organic unity system of fairness and efficiency, it not only contain macro multi-level financial service system, including new type of rural financial institutions, rural credit cooperatives, postal savings institutions, but also innovation and development in the financial products and services to guide financial institutions to develop products and services which meet the demand of various financial entities, furthest meet their needs. Therefore, practical dimensions to perfect the rural financial service system with the unity of fairness and efficiency as a whole is to build the ethical practice of fairness and efficiency basis, highlight the balanced development of fairness and efficiency, improve the economic value and ethics value of efficiency.
