Theoretical Analysis On Fairness And Efficiency: Options Of China's Policy

Fairness and efficiency are the twin goals which the human society pursuits. If one of them was lack, social development and the improvement of living standards would be seriously affected. Since the reform and opening up, China's economy maintained a high speed and stability development, and socio-economic efficiency has been improving steadily. But the key issue of fairness in present is that the income gap (the gap between the rich and the poor) has been expanding. In recent years, with the economic development in China, people's incomes increase in the general level, but at the same time, the income gap has taken a gradual widening trend. Reasonable income distribution gap is the inevitable motivation of socio-economic development; on the other hand, unreasonable income distribution gap will affect the socio-economic development and impede the development of productive forces and social progress. The income gap has become a growing bottleneck which restricts China's economic development, then fair and efficient solutions to the coordinated development of the issue has become a top priority.On the basis of research results, this paper, firstly, recalls the relevant expositions of Adam Smith, other classic economists and Marxist economists (Marx, Engels, Lenin, Mao Zedong and Deng Xiaoping) about the fairness and efficiency and their relationship, to laid the theoretical foundation for the study. Secondly, this paper proposes that the relationship between fairness and efficiency is mutual antagonism and mutual unity. To achieve common prosperity, various measures should be taken. Thirdly, this paper reviews and assesses the fairness and efficiency-related policies which our country has taken in the different historical periods. Then, this paper discusses the issue of the problem and its causes of China's current issue between fairness and efficiency. Finally, the state's macro regulation and control should be strengthened through the adoption of sound fiscal and tax policies, a sound social security system and coordinated economic development strategy, speed up new rural building, establish and improve the education system, and supervision of both punishing and preventing corruption, and concrete measures to achieve fairness and efficiency of the development of harmony and unity.This article holds that the harmonious society is a relatively abundant material wealth of society, is the fairness and justice as the core values of society. Efficiency is the material basis of a harmonious society, which is the most fundamental fair value criteria, adhere to both harmony and unity, and building a socialist harmonious society is a necessary condition for a harmonious socialist society is the basic feature. "Achieving social fairness and justice is the consistent stand of the Chinese communists, and the development of socialism with Chinese characteristics is a major task." More great deal of attention to social justice, is to achieve a more healthy economy, balanced development.
