Modernization of agriculture is the set goal of China and it is also critical to the realization of a well-off society, a strategic goal of our country. Integration of agricultural modernization, industrialization, urbanization and informatization requires adhering of the concept of integration, extending the agricultural production chain, and promoting the development of "connecting 2 and joining 3" to improve the income generation ability for farmers. While value-added agricultural processing is a key to the above mentioned development. Therefore it is of significance to research on the value-added agricultural processing. With different support policies from both the central and local governments, it provides a great opportunity for the researchers in this area.Liaoning Province, as an old industrial base of the Northeast of China, a large agricultural province and a main grain and vegetable producer, has been emphasizing on the development of agriculture for a long time. In 2003, Liaoning provincial government issued "Suggestions to Promote the Development of Value-add Agricultural Processing" to encourage the development of value-added agricultural processing. Although the value-added agricultural processing industry (VAPI) in Liaoning Province has been the second largest industry, there are still some questions needed to be answered, including the current development situation, the evolution, the relationship between the Liaoning agricultural product processing industry and the national agricultural product processing industry, and the influencing factors of the value-added agricultural processing industry.The goal of this study is to analyze the current development status, time characteristic change of industry structure, and the evolution of the value-added agricultural processing industry in Liaoning Province based on the data from 1998 to 2014. The research also develops the econometric model to identify the influencing factors for the industry, enriching the literature in this area. Results show that:1.From 2008 to 2013, except for the decrease of the number of agricultural processing firms, the total assets, the main business income, the total employment number, and the total tax revenue showed increasing trends. VAPI in Liaoning Province focuses on Agricultural and sideline products processing industry, and at the same time, it also extends to the textile and other fiber processing industries and the food processing machinery industry.And this structural characteristic is relatively stable without obvious change with time, which has certain stability.2. The spatial distribution characteristics of the agricultural products processing industry in Liaoning province showed that the industrial development in 14 regions of Liaoning province had significant difference, VAPI in Shenyang and Dalian are higher than that of other regions in that the number of VAPI in the above two cities accounts for 1/5 of the provincial total. The total production value and the tax revenue of VAPI in Shenyang accounts for almost 1/3 of the provincial total and the total production value and the tax revenue of VAPI in Dalian accounts for 1/5 of the provincial total. The analysis result of 480 VAPI firms in 2014 shows that Dalian and Shenyang take the first and second place respectively for the comprehensive ranking of VAPI in Liaoning Province.3.The analysis of the temporal characteristics of the development level of agricultural products processing industry in Liaoning province from the perspective of the country:VAPI in Liaoning Province also takes a place in the national level, the development levels of the 2/3 of VAPI in Liaoning Province are above the national average. In addition, the main business income, the profits, and the total tax revenue from VAPI in Liaoning Province shows an obvious advantage with an increasing trend.4.Applying factor analysis and co-integration model, this research examined the relationship between the VAPI in Liaoning Province and national VAPI. Factor analysis was applied to analyze 11 economic indicators of 4 main VAPI in both Liaoning and the whole country and to build a comprehensive index for each industry. And then the co-integration model and Granger causality test were applied to look at the long-term co-integration relationship between the VAPI in Liaoning Province and national VAPI. In the short-run, the former has obvious influence on the latter, and in the long-run, the latter can provide useful experiences and lessons for the former.5.Based on the panel data from 14 regions of Liaoning Prince from 2010 to 2013, the result from the fix effect empirical model of influencing factors of VAPI in Liaoning Province shows that the production output level, the industry development level, the educational level of employees, the development levels of the local finance and retails sectors, and the medical and unemployment insurances have significant impacts on the total production value of VAPI in Liaoning Province.Therefore, the development of agricultural product processing industry in Liaoning province should continue to integrate, and strive to lead the development of agricultural products processing industry. So, to boost the VAPI in Liaoning Province, this research suggests:Liaoning Province should continue to increase agricultural production efficiency, to enhance the pulling effect by the processing industry, to improve the convenience of market circulation, to encourage the innovation, to form favorable policies, and to perfect the geographical distribution of VAPI with the consideration of the regional differences.
