Arms exports, as an important phenomenon in the international politics, play an important role in the interational strategic games, since they are a special form of international trade bringing about generous economic profit. However, their role is not confined in the economic field and they always serve the overall national interest and strategic aim. As a special means, they influence the geopolitics and international relations, especially the relationship between exporters, importers and relevant countries including that of major powers in the world and advance national interest as well as strategic aim.The role of arms exports in the foreign strategy of a country especially that of a major power becomes increasingly prominent with the development of contents, forms and scope of arms exports develop with times. At present, peace and development remain the theme of the time and the comparison of international power develops in the direction conducive to world peace and stability. Therefore, the general conditions are quite favorate to stabilizing the general international situation. However, the world is far from peace and stability since the increasingly imbalanced development, frequent regional turbulence and the interweaving traditional and non-traditional security threats. Hence, there remains great demand for weaponary and equipment in many regions and arms exports and imports are still major means and phenomenon in international strategic games. It is imperative theorectially and practically to have in-depth study of such issue.Arms exports touch upon quite a few fields of study and there are some academic achievements on this topic. However, there are only a few achievemtns studying arms exports from the perspective of international games with in China. The author attempts to establish a systematic framework and study arms exports, international situation, domestic factors and related policies as well as China’s arms exports, so as to draw a clear picuture of the present condition, characters and role of arms exports in the international strategic game and provide some insightful analysis and practical recommendations about the arms exports in China.Besides the preface, the main body of the thesis is composed of 4 parts with all together 6 chapters. In the preface, the author mainly analyses significance of this topic, reviews major points of view about arms exports including the general situation, trade, policy, history, statistics and arms sales to Chinese Taiwan, briefly introduces major methods used to study the topic and points out the innovative points about the topic selection, perspective, contents of study and methodology as well as difficulties in the fields of scope of study, statistics and evaluation of the strategic effect brought by arms exports.The first part is about basic theory on arms exports and is composed of the first and second chapters. In the first chapter, the author describes what type of strategic means arm exports are in the international strategic game, namely analyses the characteristics of present international strategic game and its demand for strategic means, the definition and character of arms exports as a strategic means, distinguishes arms exports from relevant terms such as military aid, arms control and disarmament, sums up the political, economic, military and cultural functions and reviews the employment of arms exports as a strategic means in history. The second chapter is about the mutual influence between national power and arms exports. In this chapter, the author mainly analyses the component factors of national power such as politics, diplomacy, economy and military, their influence on arms exports policy, strategy and competition as well as the role of arms exports in promoting or undermining national power.The second part is about the environment of arms exports and is composed of the third and forth chapters. The third chapter is about the international situation of arms exports that is the international environment for countries to have competition and strategic employment of arms exports. In this chapter, the author mainly studies the total volume, major markets, primary exporter and forms of arms exports, analyses the possive and negative influence of general international situation on arms exports of individual countries, and explores how the international and domestic factors drive the evolvement of the international situation of arms exports. In addition, the author also sheds some light on arms exports competition in the neighborhood of China.The forth chapter is about international rules and regulations on arms exports which are the institutional environment for countries to have competition and strategic employment of arms exports. In the chapter, the author sums up the rules and regulations at the global and regional level as well as those about specific arms, analyses the influence of international rules and regulations on exporters’ domestic legislature, decision making, competitiveness and effect of arms exports, and explores possible opportunities and challenges to implement those laws and regulations. Besides, the author also has a case study on the UN arms trade treaty, especially about different position and strategic contest of major players in the process of negotiation for the treaty.The third part is about major arms exporters’ policies. Since arms exports policy reflects the demand of a country’s foreign strategy and international strategic games and it is also important guidance for a country to use arms exports to have international strategic games. The US and Russia(USSR) have been two major arms exporters. The US has successfully used arms exports to achieve foreign strategy. Russia’s arms exports are characterized by strong economic motive, however with Russia restoring the national power gradually, arms exports play more important role to help Russia to restore the status as a major power and its global influence. Japan is an economic and technology power in the world with strong defense industry. The revision of the 3 principles for arms exports is likely to release Japan’s great potential for arms exports. In the chapter, the author mainly studies arms exports policies of the US, Russia and Japan and then illustrates common charater and trend of present arms exports policies of major exporters such as the US, Russia, Germany, UK and France.The forth part is about China’s arms exports in chapter 7. In the chapter, the author reviews the important role of arms exports in safeguarding the security of new China, fighting against hegemony and power politics, supporting national liberation movement in other countries as well as creating a favorable security environment for national development. In addition, the author analyses good opportunities to develop arms exports because of the expanded national interest, enhanced national power and readjustment of foreign strategy, and elaborates major challenges brought about by the strategic planning, management system and changed environment. Based on that, the author gives some focused and practical recommendations on the stable development of arms exports by China.
