In the21st century, the arms trade has become a very important direction ofinternational trade. At the same time it is a very special part of the trade. Arms tradeand politics have a close relationship, the country, which occupies a leading positionin the international military-technical cooperation market, will have a variety ofpolitical interests. But recent years, the economic benefits have become veryimportant reasons for the arms trade. Export of military equipment and weapons helpsexporting country to solve many developing business processes problems: fullemployment of the production and labor, increase demand of intellectual resources.Many products in this industry can, probably, get a lot of capital investment; nationalinterest has become so focused on production.For a long time, the world’s most advanced science and technology have beenapplying in the military industry. Military industry promotes and facilitates thedevelopment of electronics, communications, production of new materials. So manycountries are trying to join the arms market, to strengthen their position.Recently international arms market has been changing, there are a lot of newexporting countries, the competition is fierce. Russia’s position on the arms market isrelatively stable; it is the second exporting arms country. Russia and the U.S. controlmore than half of the international arms market. In the past five-year period from2006to2010, these two countries accounted for53percent of global arms exports.But in order to preserve this achievement, Russia should strive to conductcomprehensive political and economic policies, to analyze their own military industryissues and use appropriate measures. Although the arms trade has been getting theattention of scientists, but some important aspects of the arms trade, such as problemsof modern arms trade transactions and international regulations have not been fullyand deeply studied.The paper put Russia as an example, to study how to improve a country’s armsindustry, to guarantee a certain position in the international market. Currently Russia needs to deal with some issues, such as not enough developed arms sales service andspare parts supply’s problems, the Russian arms exporters not aggressive enough, notprofessional marketing campaign, the arms manufacturer’s investment problems andso on.This paper first describes the contents of the arms trade, determines thecharacteristics of the arms trade, introduce the international arms market situation andthe arms trade transactions. This knowledge will help to understand the arms tradeagency, let us fully analyze and understand the focus of the arms trade. The paper alsodescribes the information which is relevant to international arms trade law,international community’s view of the arms trade. Then introduce the status of thearms trade in Russia, the country’s foreign policy in terms of military cooperation,analysis of the problems of Russia’s military-technical industry and factors whichblock Russian arms trade. Overall, in the arms market, Russia has very goodprospects, but requires efforts.This paper identifies some able to improve Russia’s arms export measures. Inorder to improve the activities of Russia in the international arms market, someauthorities and businesses which are connected to Russia’s arms industry can usethese thesis and proposals. The information of this paper can be applied during thelectures about the international economy, international trade and foreign economicexchanges.
