The Research On Evaluation And Improvement Of The Quality Of Urbanization Of Jiangxi Province

Quality of urbanization is a comprehensive, systematic and complex concept, it could be a directive and hard problem of how to evaluate the quality of urbanization, make assessment accurate, scientific and operable. Introducing harmony into the assessment system of quality of urbanization not only make results reasonable but also extend and expand the research of this area. Meanwhile this could consummate the research of urban development theory of regional economics, and provides theoretical foundation for harmony between urbanization, industrialization, informatization and agricultural modernization. After the 18 th National Congress of the Communist Party of China, the Central Economic Working Conference and the Central urbanization Working Conference pointed out that urbanization is the domestic demand of national economic development; it could also be the key of solving the Problems about Agriculture, Rural areas and Peasantry; urbanization could support and promote harmonious development between provinces and areas. As Jiangxi province is still an under-developed province, its process of urbanization is hysteretic; there is still a huge space for its urbanization, urbanization’s speed is fast but quality is not high. Therefore, research of quality and control of Jiangxi’s urbanization could provide policy guidance for urbanization of Jiangxi province; stimulate harmonious development between quality and level of urbanization. In consequence, set Jiangxi province as research subject, set inner harmony of urbanization as entry point, set quality of urbanization as key objects of research. Analyze quality of urbanization, explore its importance and retardation factors, and provide goals and measures of regulation and control for the quality of urbanization.Base on significance and thinking of research illustrated before, this research main contents and conclusions includes following aspects:First, through reviewing the coordination of urbanization, quality of urbanization, effect of urbanization and other researchsystematically, found that the present research of urbanization lacks of research about coordination between population, economy, land and social urbanization. Meanwhile,research of the quality of urbanization mainly choose index from the population, economy, society, environment and other aspects, establishing index system to evaluate comprehensively, but the index system lacks of coordination of population, economic and other aspects;Therefore, insert coordination index into quality evaluation system of urbanization will help to improve the science and accuracy of research. Second, based on the modeling of RATE variable fundamental in-tree for System Dynamics and the provincial panel data regression analysis, analyze the impact and impact’s channels of urbanization on economic development in Jiangxi province and other less developed areas, empirically. Ensure the necessity of the development of urbanization in Jiangxi province, but must pay attention to the development of the quality of urbanization, improve the efficiency of pulling economic and social development of urbanization.Then, list the representative index of the development of urbanization, analyzethe statistical description of the index and research its time sequence evolution and spatial distribution of alienation, conclude the time evolution trends and spatial distribution characteristics of Jiangxi province urbanization.Finally, through the establishment of DEA evaluation index system, evaluate the present stage urbanization in Jiangxi province.Based on the scientific analysis of the level and efficiency, summarize characteristics of the current situation of the urbanization in Jiangxi province.Third, analyze the effect of the coordination ofurbanization on quality of urbanization, emphases the importance of coordination.Set up the model of coupling coordination, analyze the coordination of urbanization in jiangxi province and its 11 cities, as well as analyze time series and spatial alienation, and carries on the comparative analysis with other provinces in central area, summarizes the coordination of urbanization in Jiangxi province.Fourth, Introducing the coupling coordination index, from the population urbanization, economy urbanization, land urbanization, social urbanization and urbanization internal coordination five aspects, build the quality evaluation system of urbanization in Jiangxi province.Using entropy value method and analytic hierarchy process(AHP)to determine the comprehensive weights of indicators together.Based on the quality evaluation system, evaluate the quality of urbanization in Jiangxi province and its cities, find out the weakness of the quality of urbanization ofJiangxi province;meanwhile comparatively analyze the rest provinces of the central area; and from dimensions of time and space, summarize the trend and character of quality of urbanization in Jiangxi province.Finally, select Zhejiang province from developed areas, compareJiangxi and Zhejiang province, and analyze differences in the quality of urbanization between developed regions and underdeveloped regions.Fifth, build up coordinationindex model between quality and level of urbanization, measure coordination of quality and level ofurbanization; according to the results of the analysis, provide direction of the development of harmonious development between the quality and level of urbanization. Meanwhile, in the view of the effect of the quality and the coordination between the quality and level of urbanization on economic development, based on the2000-2013 cities’ panel dataofJiangxi province, build upthe dynamic panel model of quality and coordination between quality and level.By using the method of SYS-GMM, analyzethe impact of quality and coordination between quality and level of urbanization empirically.Based on the results of the analysis, ensure the importance of the quality of urbanization, stress the importance of quality control, provide direction and thought for the measurements of improving quality of urbanization of Jiangxi province later.Sixth, based on the results ofqualitative and quantitative analysisabove, from urbanization’s economy, social, population, land and coordination five aspects, analyzes the hindering factors that affect the quality of urbanization in Jiangxi province.According to the result of the hindering factors analysis, contact the urbanization quality analysis results; follow the rules of scientific development, emphasize reform and innovation, encourage adjust measures to local conditions;The quality control target of urbanization of Jiangxi province contains aspects below: 1. people-oriented, promote urbanization process;2. Integration of industry and city, promote employment dual economic development; and so on.Finally, based on the theoretical research and empirical analysis, in view of the hindering factors and control targets, give the measurements of improving the quality of urbanization ofJiangxi province: 1.Speed up the introductionof population and settling in, promote the transfer of citizenship;2. Strengthening the cultivation and development, promote the reasonablespatial layout of industry;3.Introduce diversified financing channels, support the orderly development of urbanization;4.Strengthen construction and management of social urbanization, promote the well-being of citizens;5. Keep the advantage of environmental resources, carry out intensive development; 6. Implement of "interaction of plans", improve the internal and external coordination of urbanization, achieve regional harmonious development; 7. Speed up the reform and innovation, provide guarantee for the urbanization development; Meanwhile, based on the seven countermeasuresabove, give the implementation of specific measures.
