Land is the first element of agricultural production, the effective supply of land is an important guarantee to increase food production output capacity. Resolving conflicts among shortage of arable land resources and the massive population will be our task to achieve lasting food security strategy. With the rapid development of industrialization and urbanization and non-agricultural construction and agricultural contradiction competing have become the bottleneck problem in China’s economic development; and scientific and rational development and consolidation of unutilized arable land reserve resources is of critical significance for broadening the subsequent development of agriculture and to further improve the China’s grain security level of protection in China. The land development and consolidation is a process of re-allocation of land resources; land development and implementation of the project will have good or bad impacts on the social, economic and ecological environment of area; therefore,in-depth analysis of regional effects of land development and consolidation, objective evaluation of land development and consolidation generated the expected benefits are the premise and basis of the work that land development and consolidation being carried out smoothly.In this study, mainly by using the major land consolidation projects in western Jilin Province as the research background, selecting- Daan, Matsubara, Zhenlai-these three project areas as the study area, based on the systematic analysis of the impacts on economic conditions and the status of natural land development and consolidation project area and using multi-level fuzzy model to give comprehensive evaluation on the overall efficiency.This paper is a theoretical and empirical research on the regional effects of land development and consolidation and comprehensive benefit evaluation. Specific studies and the results are as follows:(1) The study built a theoretical framework by collating and summarizing the results of the literature of related theories and regional effects of land development and consolidation benefit evaluation.(2) Systematically analyzing the regional effects of land development and consolidationThe aspects of ecological effects: Based on the analysis of dynamic changes in land development and ecological factors caused the soil, vegetation, farmland and water conservancy and by the use of eco-Law it estimates that the total value of ecological services in,Daan,Songyuan and, zhenlai, these three land development project area after consolidation of forests,grasslands, farmland, wetlands, water, desert and other ecosystems are 34.7 × 104 yuan/hm2?a,119.07×104 yuan / hm2?a and 20.16 × 104 yuan / hm2·a respectively, where the wetland ecosystem services increase the maximum value, the increase in the proportion of three project areas are: 30.70%, 70.29% and 11.55%; followed by farmland ecosystem service value, the increase ratio is 1.36%- 2.20% and 3.05%. After the calculation, the changes in the value of individual service land development and consolidation is the big which are dealing with waste,climate regulation, water conservation, the single increases of these three ecosystem service value in each project area are more than 3%. The increase rate of value of food production function in three project areas are 0.24 × 104 yuan /hm2?a,0.13×104 yuan / hm2 ? a and 0.32 ×104 yuan / hm2 ? a respectively. Except for the increasing proportion of the Daan project area is1.71%, the remaining two project areas do not reach 0.5%. There are not obvious changes in the overall ecosystem service value of land class unity and food production capacity which indicating a single "additional land" objectives are clear in the project, but comprehensive treatment degree is not adequate.The aspects of economic effects: By using the comparative analysis of the variation character before and after the land development and industrial structure of agriculture, farmers income structure and county GDP, and using gray correlation and coordination of the model to estimates the coordination state of agricultural structure after land development and consolidation, the results show land development and consolidation enhance the industrial restructuring in the region, in particular to plays an important role in enhancing the interaction in agriculture and animal husbandry.The aspects of social effects: By using the comparative analysis of the variation character in the area of land development and consolidation of agricultural production conditions, the results show that the area of land development and consolidation has the improved conditions for agricultural production, and machinery operation level and proportion of irrigated area continue to increase. Using pressure model to estimate regional land consolidation triggered population- farmland- grain system changes of arable land and the value of pressure coefficients K of the three project areas is less than 1 which is in a declining trend, it indicates that land development improves the contribution ability to regional food security; the results of a public satisfaction survey conducted from the ecological carrying capacity of the environment,environmental protection and watershed agricultural non-point source pollution, wetland and grassland protection, ecological construction, land development and consolidation of the social problems caused showed that farmers, farmer satisfaction in 12 towns 48 village 386 of the project area was 95.6%. It indicates that land development and consolidation get public support.(3) Objectively evaluate the land development and consolidation of comprehensivebenefits.On the basis of investigation and analysis of regional effects of land development and consolidation, the study constructs evaluation index system of land development of major projects in Western Jilin Province. And it used fuzzy comprehensive evaluation model as a comprehensive quantitative assessment of their effectiveness. The results show: The comprehensive benefit evaluation scores of Daan, Songyuan, zhenlai are 85.2 points, 91.16 points and 87.26 points respectively, and each project has reached a superior level, but the overall efficiency of the evaluation scores and scores of individual benefit evaluation sort inconsistent which indicating the overall efficiency evaluation for the coordination of economic,social and ecological benefits plays an important role.(4) Based on the above findings, the policy recommendations are putting forward to enhance the effectiveness of land development and consolidation from the project management and protection, stakeholders, scientific rule base, restructuring of production, ecological protection and other aspects.
