Jilin province locates in the middle of the northeast China, belonging to temperate continental monsoonal climate region. Its topography inclines from southeast to northwest, mainly constituted by three kinds of landforms: mountain, mound and plain. Jilin province is not only one of the highly developed agriculture provinces, but also an important base station of commodity grain and grain reservation in China. It plays a significant role in guaranteeing grain safety supplying in China. In recent years, the rapid development of urbanization and industrialization made those high-quality arable lands continuously to be taken up, which causes the quantity of the arable land to decrease. Besides, highly utilization of chemical fertilizer, city garbage and industrial discharges made the physical and chemical properties of arable land continuously to deteriorate, which also leaded to the reduced productivity of the arable land. Meanwhile, the destruction that made by natural disasters to the arable land also can not be neglected. The quantity and quality of the arable land is the guarantee of grain production. The essential of land resource safety is the safety of grains. Therefore, considering the guarantee of the grain safety, it has realistic meaning to carry out the research on potential evaluation system of arable land consolidation in Jilin province. In the present stage of China, land consolidation means arable land consolidation. In China land consolidation means that following the general plan of land utilization, combining the present statues of land utilization, adopting the means, such as administration, economy, engineering, technique and law, adjusting the structure of land utilization puts into effect the aim that the relation of person and land is coordinated, the utilization of land is advanced, the ecological environment is improved and protected, and the sustainable utilization of land resources and the sustainable development of society and economy is promoted. Thus the potentiality of put into execution consolidation shows that under a given period, a given productivity and certain specific use, adopting a series of measures in the aspects of administration, economy, law and technique etc., makes the area of the effective arable land increase, advances the quality of arable land, and improves the ecological environment. So potential evaluation of arable land consolidation should mean that by basis of checking up the type, quantity, quality and distribution of the unconsolidated arable land, and according to the fitness factor, restrictive factor and other correlative factor, and then the potentiality of arable land consolidation is evaluated. The meaning of potential evaluation of arable land consolidation is that potential evaluation of arable land consolidation is the base of designating some area to develop and consolidate in the land development and consolidation plan, is also the following of the indicators decomposing and arrangement for the project implementation sequence, and is the technical key to draw up the land development and consolidation plan. First of all, this paper doing research on the distribution of arable land, the variation status of arable land, and arable land temporal and spatial variation in Jinlin province, then disclosures the move and purpose of carrying out arable land consolidation in Jilin province. Secondly, according to analysis on potentiality of arable land consolidation, this paper discovers the origin of potentiality of arable land consolidation in Jinlin province, which provides the basis on building uppotential evaluation indicators of arable land consolidation. Once again, researching on the situation of nature and society in Jilin province, this paper divides to the potential evaluation unit of arable land consolidation, and builds up potential evaluation indicators system of arable land consolidation in Jinlin province, then grant for computing method of the indicators. Meanwhile, this paper builds up the multifactorial potential evaluation system of arable land consolidation in Jilin province. According to the above research and analysis, the main opinions of this paper are as follows: 1. Combining the statistics from 1949 to 1999 and land-use maps interpreted from TM images, we analyzed the quantity and quality changes of arable land in Jilin province. In general, the decreasing trend of the arable land in Jilin province is derived from the statistic data in the recent 50 years. Since 1993, the arable land area has increased slightly, because the land area converted from other land-use types to arable land is larger than the arable land to other land-use types. While the quality changes of the arable land can be seen from that the changes are mainly cause by the type conversion of the arable land. The type conversion shows that the high-quality arable lands are occupied, and new reclaimed land is the low-quality land, so it result in the fall of the average quality of arable land in Jilin province. 2. By analyzing on potential connotation of arable land consolidation in Jilin province, the potentiality of arable land consolidation includes both natural potentiality and realistic potentiality. Evaluating natural potentiality of arable land consolidation can be searched from increasing effective arable land area, enhancing arable land quality, reducing produce cost, and improving ecological environment. On the other hand, realistic evaluation of arable land consolidation potentiality should be reflected the fund, location, technique, infrastructure condition and so on. 3. Based on the natural and social economic condition of Jilin province, and thearable land resources adapting and restricting to the agriculture produce, this paper divides the arable land of Jilin province to three per-class type, namely: the eastern mountain and low mountain type area (G1); the central of low mountain, mound and plain type area (G2); the western plain type area (G3). 4. The indicators of the natural potential evaluation of arable land consolidation in Jilin province are as follows: the coefficient of lowering the area of ditch, road and field ridge (C1); the rate of unused land occupying the whole investigated arable land area (C2); the rate of lowering the medium-low yield field (C3); the index of field concentration (C4); the composite indicator of ecological restriction factor (C5). Indicators for the realistic potential evaluation of arable land consolidation in Jilin province are as follows: the transportation convenience condition (P1); the consolidation urgency condition (P2); the social funds input condition (P3); the hydraulic infrastructure construction condition (P4). 5. According to the potential evaluation indicators of arable land consolidation in Jilin, this paper builds up the multifactorial increase effective arable land area model, such as 3i1F G i== ∑; F is for the potentiality of arable land consolidation in Jilin; Gi is for the potentiality of arable land consolidation in each subzone of Jilin province.
