With the rapid development of science and technology and global economic integration trend, competition is not just the technology and market competition in the future, but more important is the talent competition in the global range. Talent resource is the first resource, and talent strategy is the first strategy, which make the talent become the key factor for the progress of science and technology, as well as the achievement of economic and social sustainable development. Now human resources of science and technology in China is among the world’s highest, but a serious shortage of innovative talents, especially the lack of top talents, has become the main bottleneck of science and technology innovation and economic and social development in China. The evidences of industry reform and development practice have proved that the industry development is full of vitality under the living mechanism system. Similarly, talent work is no exception. Since the development of modern industry has become more and more dependent on science and technology innovation and the improvement of quality of laborer, and the technical level os front- line workers will directly affects the industry technology innovation and transformation of scientific and technological achievements, so increasing industry core competitiveness and international competitiveness requires a lot of high- level professional and technical personnel and skilled talents.The tobacoo industry is an important product sector of national economy. Its purpose is to have better products and achieve high profits for strong support of country’s economy. However, the tobacoo industry will face the most serious constraints and challenges in the next five years for controlling compliance. In recent years, china’s tobacco industry has been growing mature stage of development which means the difficulties and contradictions of cigarette production and management will become more prominent. In particular, under the severely squeezed consumer environment, cigarette price would tend to decline. Considering the different situation, like smoking total population, smoking rates, per capita cigarette smok ing and so on, the increasing rate of cigarette will have a substantial decline. Under the new situation, we should maintain the sustained and healthy development of the tobacco industry. More importantly, it is relying on technological innovation to support industrial restructuring and upgrading besides optimal allocation resources. Obviously, the key is to do a good job training and construction personnel. They are also important ways and means to improve their own structure of the tobacco industry in the new era. Thus, it has become an important proposition to build a harmonious tobacco companies which identify and understand the growth of industrial innovation talent, using effective incentive mechanism to promote the improvement of the overall strength of personnel, In view of this, this paper takes C hina’s tobacco industry talents as project, extensively studied and discussed the influencing factors of talent growth and evaluation system with theoretical interpretation, influencing factors research and typical cases study. To sum up, the specific research content mainly arranged as following:Firstly, by adopting the method of combination of theoretical deduction and data research, the article analyzes development status of industrial innovation talents. By sorting the existing research fruit and based on the identity theory, this article puts forward the idea of industrial innovation talents, and focuses on the development of the tobacco industry innovation talents status and growth. Then we build tobacco industry innovation talents database for analyzing the characteristic of the sample. At last we make a detailed analysis of the security problems and the existing solutions faced by the tobacco industry and the growth of innovative talents.Secondly, by constructing the framework of industrial innovation talented person growth, the article analyzes the growth experience and quality of industrial innovation talents. Based on the literature search, this study discusses the growth experience and quality of innovation talents. Using the social research method, we make an investigation on the factors which influence the growth of talents and find the tobacco industry innovation talents’ important quality characteristics.Thirdly, through the questionnaire survey, the article empirically analyzes the influencing factors of industry innovation talents growth. Based on the relevant theories of industry innovation talents growth, the article identifies and determines the influencing factors of industrial innovation talents of the tobacco industry. Then, the article examines the key factors influencing the industrial innovation talents, uses the method of factor analysis and structural equation model analysis to run exploratory and confirmatory analysis of the related hypotheses, and further sums up the key factors of industry innovation talents.Finally, through survey data and typical cases of Chinese tobacco companies, the article empirical analyzes the evaluation system of industrial innovation talents. At first, we built industrial innovation talents evaluation system by expert advice and interviews. Secondly, we carry out empirical study of innovation talents evaluation by using fuzzy comprehensive evaluation method on different commercial enterprises and research institutions in the tobacco industry. Then we use questionnaires and field research analyzes the status and development of the tobacco industry inno vation talents. Finally propos consummates countermeasures and suggestions.To sum up, this article through investigating the growth experience of innovative talent of tobacco industry, explores the key factors affecting the industry innovation talents, analyzes the system and mechanism problems of restricting the industry innovative talents, and also further put forward to some suggestions for training a large number of industrial innovation talents. The finding indicated that, in order to cultivate and foster a large number of industrial innovation talents, we should have in-depth understanding of talents laws of growth, influencing factors and so on. Therefore, we should summarize industry professionals work experience and explore the growth regulation of talent in order to cultivate and foster innovative talents more effectively. In this study, we explore the key factors affecting the growth of the industry innovative talents by a system survey on their growth experience and establish evaluation system for them. The findings of this study help deepen and expand research ideas and vision of the innovative talents in theory. In practice, the research can provide the valuable practice reference for industrial innovative talents growth, establish the related policies and the management mechanism promoting industrial innovation talents growth, improve environment of the industrial innovation talents growth, and thus promote the emergence of industrial innovation talents and provide the high quality talent guarantee for constructing a creative country.
