Evaluation And Research On Regional Innovation System Of Henan Province

After State Council China has issued “State Council on the guiding opinions of supporting Henan to accelerate the construction of the Central Plains Economic Area” in 2011, National Development and Reform Committee officially approved “Central Plains Economic Area Planning(2012-2020)”, which has established the important strategic position for Henan province in the development of central plains economic area. Henan province therefore is made clear to upgrade the regional industrial structure and promote the economic development in the direction of innovation.In the Regional Innovation System(RIS) studies, as the driven force of innovation, knowledge brings its impact on innovation competitiveness more and more get the attention in academic. The regional innovating capability cannot live without the effective use of existing knowledge and the exploring of new knowledge. Knowledge has become more important in RIS. It flows in the system, and promotes the RIS.In the background brifed above, this paper builds a new analytical framework of regional innovation system construction from the perspective of knowledge management theory. It enriches the theory and research method of regional innovation system, meanwhile expands the scope of knowledge management applications in the management level of the region. On this basis, according to the empirical research on the regional innovation capability of Henan Province in practice, this paper summarizes the countermeasures and suggestions for improving regional innovation ability of Henan province.The first part(Charpter1 and 2) reviews the theory on regional innovation and knowledge management. According to arrange related concepts, as well as the RIS constituents, characteristics and classification summary, the relationship between regional innovation and knowledge management could be distinguished, put forward to the ideas and framework of the research. Based on the idea of knowledge management, the flow process in RIS is divided into four parts, knowledge creation, knowledge diffusion, knowledge selection and knowledge utility, so that the knowledge flow model is established and therefore to construct the evaluation index system of regional innovation. The second part(Chapter 3 to 5) analyzes Henan province regional innovation system in detail, from three levels by following knowledge flow model, including provincal, city, and innovational-subject level. At the provincial level, using data from 2007 to 2012, dissertation compares and analyzes the development of Henan regional innovation system longitudinally in the recent six years, to clear the track of its development, and then select six provinces have similar geographic advantages in Central China to comparatively evaluate by data from two year of 2007 and 2012, thus find out the position and change of Henan RIS in six years. At the city-level, the research selects Zhengzhou, the capital city of Henan, as the object of study to longitudinally analyze by using statistic data from 2007 to 2012. And then through the data of two time points 2007 and 2012, six provincial capitals would be comprehensively compared to sort out the position and change of Zhengzhou RIS in the in these six years. The results from the two levels integrated could clearly illustrate the development level of RIS in Henan province. At the innovational subject level, through questionnaire survey of enterprises, colleges and universities, to analyze the innovating entities, government, enterprises, universities and intermediary’s, in order to clear the how the innovating entities play in RIS and their existing problems. The third part(Charpter 6), based on the evaluating comparison in macro, mid and micro levels of Henan RIS, the main interrupted factors could be found so that brings constructive suggestions to promote the system.There are 3 innovative points in this dissertation. Firstly, the paper recreates knowledge active path in RIS by abandoning traditional RIS input-output view, and defines knowledge flow model with knowledge creation, knowledge diffusion, knowledge selection and knowledge utility four processes, which gives theoretical bases to study RIS from knowledge management angle. The second point is specifically analyze the four processes to construct a evaluation index system of regional innovation based on knowledge management, which extends the RIS theories and methods, enriches the application of knowledge management macro regional management level. Thirdly, the study systematically assesses Henan RIS by using the evaluation index system, researches provincial RIS in provincial level, innovation driving city Zhengzhou and innovating entities. The results put forward the related countermeasures and suggestions for Henan province to enhance its regional innovation system.
