Knowledge Flow Obstacle In Regional Innovation System And Government Behaviors

In an knowledge-based economy, the strategic resource is already not the traditional labor force capital and financial capital,but knowledge capital。Since the economic globalization speeds more quickly,the international division of labour presents obviously the characteristics of regional,and resources get together more and more in the region where the innovative ability is strong and the special feature is clear. Regional innovation system means a network of a particular district, which consists of principal elements and non-principal elements, and the systems corresponding the interrelation between these elements. These elements are related or unrelated to innovation. One of the important characteristics of regional innovation system is the close-knit and complicated diverse network relation among the behavioral principal elements in the innovation system. And in regard to the regional innovation system, whether the knowledge in the system can flow unblockly among the internal behavioral principal elements decide the size of the creative ability of the system and the speed of economic development in district or not. The degree of network is more strong, the innovative ability is more strong. Therefore, in regard to regional economic performance, the decisive factors are not only related to the knowledge production ability of regional innovation system, but also to the knowledge fluxion of the system. In this paper, the four kinds of knowledge flow in regional innovation system are analyzed, and the drivers for behavioral corpus in regional innovation system to carry on the knowledge fluxion are probed into. The potential obstacles in knowledge flow in regional innovation system and the responding countermeasures are analyzed. Based on the above works, the actual and theoretic issues about the province of Hubei are investigated. According to the appraisal indexes for knowledge flow in the national innovation system, combining with processing method for the actual data, 9 index are adopted to analyzed the status and the obstacle in knowledge flow in Hubei Province. The 9 index are the thesis number of science & technology, the budget expenditure for science and technology program, and so on. At last, the concrete policies which can dissolve these obstacles, are put forward.
