The Research On The Effects Of West China Undertaking Regional Industrial Transfer

As an important pathway of Industrial layout adjustment, industrial transfer and undertaking is also the objective require of deepening regional work division and cooperation, and the most important way to achieve efficient allocation of resources. At present, the interregional industrial transfer of our country has entered a new stage of rapid development, the widening regional gap is the key problem in the process of regional development. And the essence of regional gap is the disparity of industry development. So interregional industrial transfer is not only objective require of industrial structure upgrade, but a new pathway of narrowing the gap of regional development. The western region is not only the ecological fragile areas, but facing more difficult to achieve balanced development. Undertaking industrial transfer has significant effects for increasing local employment and economic growth in western region, but problems also arise with it,such as resources and environment pressure, slow industrial structure upgrade speed. At the same time, the eastern region makes space for the cluster of high added value industries in the process of industrial transfer. In that case, with the development and evolution of economy in east and west region, what happened to the scale and industry characteristics in west region is a considerable question. After more than ten years development, does the interregional industrial transfer of our country really contribute to the long-term development of the western region’s economy and society, really conducive to narrow the gap between eastern and western regional development? Therefore, it is very necessary to evaluation the dynamic evolution characteristics and its effect of undertaking industrial transfer in western region comprehensively and objectively.Based on the meticulous review of domestic and foreign literatures, comparing with the abundant and systematic research on international industrial transfer, the research on interregional industrial transfer effect is not only lack of complete theoretical system, but also lack of systematic empirical research linking transferring regions and undertaking regions together because of the limitation of the practice of interregional industrial transfer. Aiming at these shortcomings, this research focuses on two aspects. Theoretically, taking industrial transfer theories basing on comparative advantage and on spatial agglomeration into account, this paper builds a theoretical model which is more conform to the reality of interregional industrial transfer in China basing on the models of new geographical economics, and reveals the effect relationships among some main economic variables, such as the portion ratio of east and west industry, economic growth, the portion ratio of east and west expenditure. Based on this, this paper analyses the realization mechanism of absolute effect(the effect on its own economic growth by undertaking interregional industrial transfer in western region) and relative effect(the effect on the development gap between east and west by undertaking interregional industrial transfer in western region). Empirically, this research analyses the condition and capability, undertaking scale, industry characteristics and factors that affect undertaking scale of undertaking interregional industrial transfer in western region. On that basis, this research comprehensively investigates the absolute effect and relative effect of undertaking interregional industrial transfer in western region through linking the eastern transferring regions and the western undertaking regions together from the levels of economic and social developing, industrial clustering and restructuring, corporate growing and income increasing. At last, this research deeply explores the reason of unsatisfied effect of undertaking industrial transfer in western regions and put forwards some specific advice.Taken as a whole, this paper have the following achievements in theoretical research and empirical analysis:In theory, firstly, this research pays more attention to the micro-units effect of enterprises in the process of interregional industrial transfer, and defines the concept of industrial transfer from the aspect of industrial organization optimization. This research highlights the effect of interregional industrial transfer on coordinated development of regional economy, and analyzes the undertaking effect from the two aspects, absolute effect and relative effect. This emphasizes the effect of undertaking capability on undertaking effect, and building the index system from both levels of comparative and competitive advantages to assess the capability, then puts forward the concept of effective undertaking scale. Secondly, this research establishes a theoretical model of interregional industrial transfer between east and west region, and reveals the relationship and influence mechanism between the industry proportion ratio and other main economic variables. Based on the viewpoint of the optimization of resource distribution, this research analyzes the relationship among the main factors affecting undertaking effects, such as undertaking capability, undertaking scale, undertaking industry type, undertaking pattern, and undertaking industry embeddedness, and further analysis the mechanism of various factors on the absolute and relative effects. Thirdly, this research finds the main following reasons of unsatisfied undertaking industrial transfer effect in western region: low value-added transferred industries, weak industrial chain extension to local advantage industries, lack embeddedness of cooperation with local enterprises. So, this paper raises some concrete advice, which are as follows: the west region should take self development ability as a foothold, should strengthen industry development and allocation planning, should design the key nodes of undertaking industrial transfer from eastern region suiting local circumstances, should reshape reasonable industrial organization, should cultivate dynamic micro enterprise units, should improve the embeddedness of undertaking industrial transfer.In empirical aspects, firstly, linking the eastern transferring region and the western undertaking region together through establishing absolute and relative index system, this paper comprehensively measures and evaluates the basis, ability, scale and level of undertaking industrial transfer in twelve western provinces, and gets undertaking ability comprehensive evaluation table and specific industries which are possess of undertaking advantages in these regions. Secondly, using the method of spatial econometrics, after incorporating spatial location factors in the influential factors model of industrial transfer, this paper finds out some more practical conclusions, namely spatial location has a positive and negative two-way influence on undertaking industrial transfer. Thirdly, this paper not only tests the absolute effects of undertaking industrial transfer in western regions, but tests the relative effects and threshold effect basing on undertaking ability. This paper obtains some creative empirical conclusions, such as, industrial transfer is good for narrowing the income gap between eastern and western rural residents, but expands the income gap between the eastern and western urban residents; also good for the development of the secondary industry, but expands the gap in the third industrial development and industrial rationalization aspects; undertaking industrial transfer aggravates the updating gap of industry structure between east and west when the result is less than the threshold value, but the gap is narrow when the result is greater than the threshold value. Fourthly, case study shows that the interregional industrial transfer effects is more ideal under the intervention of multiple policy.
