Mechanism And Evaluation Of Synergies Between Intensive And Ecological Urban Land Uses

In China, the intensive use of urban land is the goal of land and resources department. However, to blindly emphasize on intensive land use would lead to crowd population, traffic congestion, urban ecological environment deterioration and other problems. On the other hand, the ecological use of urban land is the goal of housing and urban-rural department and environmental protection department. However, to blindly emphasize on land ecological use would strenghthen the obvious contradiction between cultivated land protection and urban expansion. It shows that the contradiction among urban land demand, the ecological protection and cultivated land safety should be solved quickly in the process of urbanization in China. This dissertation considers that urban land should not only play the important role of land carrying capacity, but also provide the ecological function in order to realize healthy and sustainable urban development, and the realization of the synergies between intensive and ecological urban land uses is a key to address the contradiction among urbanization, ecological protection and land security in China.In view of this, this dissertation mainly answers the following questions: what is the synergy between intensive and ecological urban land uses? Why can the synergy happen? How to quantify the synergy? What should be done to promote the synergy?The main research achievements and conclusions are as follows:Firstly, the coordination situation between intensive and ecological land use is described through land intensive and ecological use about Pingluo County Town by using single-factor evaluation and comparative analysis. The result shows that there is a significant non-balance between intensive and ecological land use. At the same time, the current support for synergies between intensive and ecological urban land uses is far from adequate by generalizing the recent 25 policies about land intensive and ecological use.Secondly, urban land use is regarded as a system, and then the theory of system tradeoff and synergy is introduced. On this basis, the academic viewpoint of the synergy situation between intensive and ecological land use is put forward.(1) The new land use model, the synergies between intensive and ecological urban land uses, is proposed with a definition of its connotation.(2) The theoretical bases are put forward, including land suitability theory, eco-economic harmony theory, and synergetic theory.Thirdly, the synergy mechanism is discussed. Urban land intensive use can make room for urban ecological construction; meanwhile, the spillover effect of ecological construction can promote the value of urban land and improve the level of economic output. After the discussion of mechanism, a western city, Pingluo County Town in Ningxia, is taken as an example. In this empirical research, the positive correlation between intensive use and the index of ecological use is verified by using grey relational analysis model.Fourthly, based on the connotation and the mechanism of synergies between intensive and ecological urban land uses, the indicators of land intensive use and ecological use such as comprehensive floor area ratio, the basic facilities, green coverage, NDVI, the synergy model is developed and applied to the empirical analysis of Pingluo County Town. The results show that the high-degree synergy between intensive use and ecological use accounts for 15%, the upper-degree is 40%, the moderate-degree is 30%, and the low-degree is 15%. The results accord with the current situation, and they are basically consistent with the evaluation results when Pingluo County Town is treated as a whole or is divided into central and peripheral areas.Fifthly, theoretical analysis and empirical study indicate that the synergy between intensive and ecological urban land uses remains to be raised to a higher level. The main measures to promote the synergy include:(1) perfecting laws and regulations and emphasizing the synergy use,(2) combining the agencies that perform similar duties in administration and rationalizing their relationship,(3) introducing the technical standards and innovativing their technology,(4) establishing economic incentive mechanism and improving the regulations for economic encouragement and punishment, and(5) strengthening the planning and improving the supervision efficiengy.The main innovations of this dissertation lie in:(1) the synergy theory has been introduced to urban land use system, which broadens the research space of urban land use.(2) The proposed land use model, the synergies between intensive and ecological urban land uses, provides a new perspective for urban land use planning and new urbanization construction.(3) The conceptual model of the synergies between intensive and ecological urban land uses has been established, and their synergy mechaniam has been revealed, which provides a theoretical basis for the synergy use of urban land.
