Urban Agglomeration Synergy Innovation:Mechanism,Measurement And Comparison

The 21 st century is the century in which the urban agglomeration dominates economic development.Urban agglomeration is an important carrier for the generation and agglomeration of advanced factors and leading the development of the urban and regional economy,is the most efficient and competitive form of space economic organization.Urban agglomeration is an important engine to promote high-quality economic development,but the discussion of synergy innovation behavior within urban agglomeration and between urban agglomeration is currently lacking.In the economic development of our country,regional economic differences are too significant and some area of economic showing “one branch excellence”.These objective economic phenomena are a refection of the lack of linkage among the object system.There are great differences in the level of scientific and technological development and the allocation of innovative resources among different regions,which results in the low degree of synergy innovation and a weak innovation ability.Without the transformation of factor-driven growth to innovation-driven growth through synergy innovation,the economic development potential of urban agglomerations will be very limited.What is the state of synergy innovation development of our country’s urban agglomeration? Are there closely synergistic relationships between cities? How to effectively realize the synergy innovation of entire urban agglomeration? These are all issues that need to be solved at present.This paper takes our country’s five representative urban agglomerations of as the point,analyzes the development level of synergy innovation ability of the five representative urban agglomerations,deeply explores the reasons for the synergy innovation gap of urban agglomerations,for providing some reference for promoting regional synergy innovation,promoting regional economic development and better implementing the national innovative development strategy under the administrative region economic system.The first part explains the research background and significance.From the research of regional innovation system,the progress of synergy innovation and synergy innovation of urban agglomeration,the related research at home and abroad is summarized.The first part also includes research ideas,content and methods,research innovations and deficiencies.The second part defines related concepts and combs some theories related to synergy innovation of urban agglomeration.The third part introduces the internal mechanism of synergy innovation in urban agglomerations,including the hierarchy,purpose and mechanism of synergy innovation of urban agglomerations.The fourth part mainly analyzes the structure of synergy innovation ability of urban agglomeration,and expounds the elements,index system and measurement methods of synergy innovation ability of urban agglomeration.The fifth part measures and compares the synergy innovation ability of urban agglomeration.The sixth part summarizes the context of this paper and puts forward suggestions for further optimization and promotion the synergy innovation ability of urban agglomeration.This paper uses the coordination degree of composite system measurement model to measure the synergy innovation status and overall synergistic development level of cities within the five urban agglomerations.The main conclusions are as follows: First,the ability of synergy innovation of urban agglomerations is increasing,but the overall degree of synergy is still low.In the period of 2012~2016,the overall synergy of urban agglomerations has risen in fluctuation,but the overall level is not high,especially in cities with lower ranking,and there is still room for improvement in their ability of synergy innovation.Second,the gap between synergy innovation ability among cities within the group is significant.There is a significant gap in the synergy innovation ability of different levels of cities within urban agglomeration,showing that one or two central cities “dominant”.The weak characteristics of the other cities,forming a “center-periphery” structure in the distribution of innovation cyberspace.Third,for the urban agglomeration synergy innovation system,the higher the cross-regional level,the greater the hindrance to the coordinated allocation of innovation elements,and the lower the overall degree of synergy.
