Strategic Research On The Safety Of Abundant Nonferrous Metal Resources In China

The safety of natural resources is an important part of the State safety.The strategic research on the safety of the mineral resources in short,including taking them stably, timely,sufficiently,economical and in a manner of sustainability,should be taken into account,but the one for the mineral resources that are abundant should also be considered especially for the metals that underpin the national defense,war industry and high-tech sector because it is a must for us to guarantee the interests and safety of our nation.The author of this paper has some new ideas in his strategic study on how to attach an importance to the safety of the mineral resources that are abundant in China.He selected tungsten,molybdenum,tin and antimony from all of the abundant resource in China as the objects to study so as to make an analyses of the development,usage and management of that kinds of metals by setting up a standard system to scale the nonferrous metals that are abundant in China.In his research,the supply and demand of these metals is evaluated and a system to make the safety of these metals is established by using the experience of world safety strategy and some proposals to this end for the policy makers are raised.The main conclusions of the study are as follows.1 Raised to attach importance to the strategic study of the abundant mineral resources in China,paying attention to study of those abundant metals that underpin the national defense,war industry and high-tech sector.The strategic status of the safety is redefined so that all of these precious metal resources can be well protected, developed and used and play bigger role in the world trade of these products.2 The definition of the value of the application of these metals,the reserves and grades of them,the capabilities of their development and application,the power and force,divisions product complement in the world are covered in this paper.These 5 points can be made up of the basic elements to set up the standards to scale these abundant metals in China.With the standards,tungsten,molybdenum,tin and antimony are selected as the most abundant mineral products and lead,magnesium, bismuth,silicon,silver,lithium and beryllium as second abundant ones.3 According to the measurement,all of the four metals are getting weaker in terms of their status and shorter times of supply from their reserves,but the status tin and antimony and much better.4 a clear strategic status of the safety strategy on the abundant nonferrous metals, establishment of protective development of the metals according to law and the policies of setting up strategic stocking of these nonferrous metals are also covered in the paper.In the end,the author redefined the strategic status of the metals in the height of safeguard the safety of national resources by making study of the advanced management experience in developed nations before make the proposals for the policy makers to carry out the strategy in China.
