Government process reengineering is an important innovative ideas and tools to improve government efficiency and competitiveness, theoretical research lags behind practical research and causes a lot of confusion and difficulties to government process reengineering. There is an urgent need of scientific practice and systematic approach to analysis and refinement. At present, whether the theory or practice of Chinese government process reengineering, are urgently strengthened. This dissertation selects the government management and service process modeling techniques as object of study, to explore the root causes of the government process reengineering modeling problems. The current government process reengineering model is usually a general theory of business process modeling, which lacks environment reasoning and government objectives. The research of this dissertation provides a new process reengineering of research perspectives and methods to the future government academic and government departments.Firstly, this dissertation will analyze the basic theory of goal-oriented modeling. The study about definition, characteristics, method of acquiring, refine process, way of reasoning is carried out. Secondly, it elaborates on goal-oriented URN language, especially introduces actor, intention elements, intention relationship and grammatical relations in details, then abstracts the government process to the their root causes governmental organizations, the more macro-level targets, which using the human state of mind and intent to replace the machine status, using plans and actions instead of the process and methods, using interaction and discussion instead of the interface and interaction, to connect the complex social context associated with the system design decisions and design a goal-oriented visual representation and analysis method that balance the technology systems and social systems. Thirdly, the satisfaction is introduced to goal model. In the model, goal refinement process is abstracted in granularity paths, so that we can change the selection of structure into a decision-making problem in the design process that is helpful to the problem identification, analysis and verification. That allows decision-makers to make and validate the decisions on the basis of the alternatives and provides the decision-making support and trade-offs to the governments. Fourthly, as a result of many difficulties in obtaining the abstract and implicit process, we propose the improvement of the goal-oriented analysis based on the URN. We integrate the "scenario" smoothly into the process analysis and presume that the scenes operation of the system to analyze the system behavior of the different levels of abstraction, obtain the implicit goals, test and validate the requirements and makes scenario extensions to joint complex and abstract processes into an organic whole entirety.Finally, this dissertation applies goal model to an actual project, one of Chicness "Twelve golden" projects——"National Foundational Database System for Undergraduate Teaching State" for description and analysis, providing guidance and advice.The outcome of this research not only provides a solution for the government affairs process reengineering a process-oriented method, but also extends business process reengineering theory. This study can also be used to guide the actual projects that can enhance our government process reengineering project successful rate, to avoid blind and duplicate construction, reduce the cost of government implementation of process reengineering.
