With the rapid development and maturity of data sharing technology,cross-country,cross-regional,and cross-sectoral surveying and mapping resource sharing has been widely used in economic activities in various countries and related fields.As an important part of a country's surveying and mapping resources,maritime surveying and mapping resources are the basis for the national maritime surveying and mapping department to provide the public with maritime surveying and mapping public goods,and an important guarantee for the safety of coastal water public transportation.The real purpose of maritime surveying and mapping resource sharing is not the amount of shared resources,but the effectiveness of the provided resources for navigation users and navigation administration departments.Based on a large number of literature readings,this article selects the government promotion strategy for the sharing of maritime surveying and mapping resources in Guangdong,Hong Kong and Macao as the research object,adopts a combination of theoretical research and applied research,and uses related theories such as service-oriented government and public goods to research the following aspects.First,it analyzes and studies the existing measures and results achieved in the current government promotion of the sharing of maritime surveying and mapping resources in Guangdong,Hong Kong and Macao.Secondly,it summarizes the problems that occurred during the government's promotion of the sharing of maritime surveying and mapping resources in them,mainly involving the maritime surveying and mapping infrastructure,technology and equipment,transformation of data results,and public goods and services.Problems include the lack of a fixed top-level coordination organization and communication mechanism,the inconsistency of existing surveying and mapping technical standards,the unbalanced development of maritime surveying and mapping technology,the difficulty of achieving unified coordination of maritime surveying and mapping facilities,and the large differences in the transformation of maritime surveying and mapping results and goods and services.It also conducts an in-depth analysis of the existing problems.The reasons include defects in the function setting of government agencies,lack of technical communication and information interaction,lack of awareness of participation in sharing between Hong Kong and Macao,and lack of a docking mechanism between maritime surveying and mapping results and product services.Third,summarize the government's promotion of the sharing of foreign surveying and mapping resources and domestic maritime surveying and mapping resources,and summarize the sharing methods,sharing fields,and sharing goods and services that can be used as experience reference.Finally,based on government functions and public goods and services,a government promotion strategy to realize the sharing of maritime surveying and mapping resources in Guangdong,Hong Kong and Macao is proposed,including the establishment of fixed coordination institutions and exchange mechanisms,strengthening of the maritime surveying and mapping infrastructure sharing mechanism,and promoting the unification of surveying and mapping results and data exchange mechanism,accelerating the integration of public goods and services of maritime surveying and mapping,strengthening the training and exchange of maritime surveying and mapping talents,and strengthening the sharing of resources for maritime surveying and mapping through the development of the Guangdong-Hong Kong-Macao Greater Bay Area.
