With more than twenty years’development, great achievements have been made in our country’s E-Government. Whereas, there are still some problems facing the development of E-Government, for example, isolated data island, high cost in construction, data open problems, coordination difficulties, low-level redundant construction and decreased overall satisfaction in E-Government development, which are the key problems to be solved first. Since the reason for this kind of problem is very complicated, we can’t just strengthen management and supervision on the basis of the original E-Government affairs construction mode or promote partial improvement, for this is just a short term action instead of total solution. Instead, we need to fully understand the complexity in the process of developing E-Government and formulate relevant strategies and specific measures to solve these complex problems, so that we can fundamentally improve the overall level of E-Government. Fortunately, the rapid spread of the concept of big data, the quick development of technology and the continuous deepening of application provide a new way of thinking in E-Government development. How to promote the development of big data industry by means of its development, opening and application, and how to promote the development of E-Government affairs by building government big data system have been hot topics in the research of government departments, experts and scholars. Using big data thinking and systematic thinking and combing them with complex system theory, this thesis considers the government big data system construction as a complex system, and researches on its connotation, complexity, management strategy and key structure of government big data system.First of all, this thesis analyzes the connotation of government big data system. Then, it studies the complexity of existing problems of government big data from the following four aspects:big data and big contradiction, E-Government Paradox and complexity of government affairs big data development obstacle(mainly including the complexity of elements, structure, state and process) Meanwhile, under the guidance of complex system theory, it suggests that government big data system is a complex system, and it also analyzes its complex features as a social system, such as openness, multi hierarchy, emergence, great capacity, non-equilibrium and self-adaptability. Next, it points out that if we hope to make government affairs big data system to show its greatest emergence, we need to keep a foothold of the complexity of the system; it also proposes four strategies to develop E-Government big data from the perspective of complex system:complex net optimum structure strategy based on government services big data center; block data development strategy with the feature of fractal; big data development strategy of applying large integration to promote large emergence; and joint action strategy of self-organization and external organization. At the end of this thesis, the author makes design for several key structures, which consists of the design of public platform of government affairs on the basis of cloud computing, overall framework of public platform of government services big data, and organizational structure of government services big data center.
