Pharmaceutical industry is a key sector that is very important to the national economy and the people's livelihood. Chinese pharmaceutical industry has made a great progress during the past few decades, and has already achieved strong productive capability, but it also faces challenges of incapacity in technology innovation, disorder of market, overexploitation of natural resources. After our China joining WTO completely, the insufficient strong Chinese pharmaceutical industry still is confronted with rigorous international competition. To try its best to catch up with the industry pioneer, support of industrial policy from government is special necessary. In the meantime, reform of the economic system, state-owned enterprises, and medical treatment and social security etc., also has direct influences on the development of the Chinese pharmaceutical industry. Obviously, those variables above are all in control of the government. Therefore, the Chinese pharmaceutical industry is an industrial section that is deeply susceptible to policy; the systematic research of pharmaceutical industry policy has significant value.Through review of the developmental course of the Chinese pharmaceutical industry and its present situation, the author concludes two basic characteristics of this sector that are technology-depended institution-changed. Then, the author carries on a systematic research about the present policies put in practice nowadays based on those two characteristics, and then proposed some suggestions that can perfect their defects after the analysis.The structure of the dissertation is established on the BCP paradigm. That paradigm is the utilization and extension of SCP, which is the classic paradigm in industrial organization. "B" represents the backgrounds of industrial policies, C represents the conducts of industrial policies, and P represents the performances of industrial policies. In the context of this dissertation, the backgrounds (B) include: a. special economic attribute of the industry and its present developmental situation; b. the correlative effect between the sample industry and its related sectors; c. the time lag of the industrial policies put in practice before; d. influences from the policies of related sectors. The conducts (C) include: a. government's policies of industrial technology and feedbacks of enterprises; b. government's policies of industrial organization (includes some policies of industrial structure and industrial distribution)and feedbacks of enterprises; c. other industrial policies and feedbacks of enterprises. The performance (P) of industrial policies can be weighed upon the dual targets that the extension of realization of two goals: one of economic performance and the other of social welfare.In the core chapters of this dissertation, the Chapter 3 is analysis about the policy backgrounds of Chinese pharmaceutical industry, including its special economic attributes, its developmental course and present situation, the influences from related industries such as hospital, the time lag effect of policies put in practice before, health care reform and so on. Chapter 4 and 5 respectively makes a detailed analysis of the existing policies of industrial technology and industrial organization, and make the corresponding evaluations.According to the realization extension of policy objects based on the analysis of Chapter 4 and 5, the author proposes some supplemental discussion to perfect the industrial policy of Chinese pharmaceutical industry in Chapter 6 and Chapter7. Among those supplementary suggestions, the author intently designed the industrial protection model that strive for time and room for industrial development, the game model of disciplined or wrongdoing between pharmaceutical enterprises and SFDA, the medicine safety guarantee model aiming at resolving the malpractice of security accident in pharmaceutical industry. All those models further tamp the theoretical rationality and practical foundation of part industrial policies.
