Taking the key industries mentioned in the "Ninth Five-Year","Fifteenth FiveYear","Eleventh Five-Year" and "Twelfth Five-Year" plans at the central and provincial levels as the starting point,based on the data of China Emission Accounts and Datasets from 1998 to 2015,this paper investigates the impacts of the carbon-emission inclination of industrial plans on regional carbon emission between central government and regional governments.Empirical analysis finds that,regional governments prefer to support high-carbon industries for short-term economic growth,while the central government tends to support low-carbon industries for long-run development of economy.The more regional governments tend to support high-carbon industries,the less regional carbon emission per unit;the impact of policy support from central government is insignificant.Further analysis shows that,the policy support on industries can decrease industries' carbon emission per unit while improve their industrial added value.Since the average industrial value and the level of carbon emission of high-carbon industries are higher,the reduction in carbon emission of highcarbon industries,resulted from the regional governmental support,can lead to a total reduction in regional carbon emission.For the central government,it only applies to low-carbon.The emission industry plays a role in reducing emissions.In all,this paper discloses the different path and its mechanism of central government and regional governments in promoting the economy to low-carbon direction.
