Facing the complex and varied market and products, enterprises must put products on the market fast. Facing the complex need of products, it is an effective way of product development for SMEs (Small and Medium Enterprises) in which SMEs form a dynamic alliance to develop products collaboratively due to the limit in their scale and funds and technology and etc., and the need for them extricating themselves from a predicament. With the fast development and mature of computer technology and information technology and network communication technology, this way of product development is assured in technology and grows fast.Because of the influence of environment, there is uncertainty in quantity and type and finish time and etc. of product development projects undertaken by enterprises, there is uncertain parameter on projects or resources, and uncertain condition often occurs in the course of product development. In this situation, how to deal with the planning and scheduling and making decision and etc. in the course of product development must be answered, and it is key and difficult problem.The optimal problems in the course of product development collaboratively in a dynamic alliance enterprise under an uncertain environment are studied in this paper. They mainly are how to decompose a product development project reasonably, and how to select suitable partners for product development project, and how to allocate reasonably design resources to projects for making them yield best, and how to arrange design subtasks in a rational order for a project running smoothly and finishing shortly, and how to deal reasonably with the collision in the course of product development, and how to deal reasonably with problems arising in the networked control system for production process, that are the optimal problems of decision making and controlling in the course of collaborative product development in a dynamic alliance enterprise under an uncertain environment.After analysis and research, some related solving ideals and methods and technologies and etc. are discovered and presented in this paper. They are the method of task decomposition and regroup based on interval number design structure matrix and that based on linguistic design structure matrix, and the method of arranging design subtasks in order based on uncertain linguistic relevance, and the method of group decision making for partner selection based on a new kind of AHP which builds judgment matrix using uncertainly voting group decision making and specially deals with interval number and uncertain linguistic value and specially deals with profit attributive value and loss attributive value, and the method of allocation of hierarchical resources to multi-projects with interval parameters and multi-object in collaborative design with the uncertain scheduling model inverted to an ascertain one by possibility-level and solved by GA(Genetic Algorithm), and the method and soft plat of negotiation among designers based on the transmission of print screen of CAD system through network and electronic whiteboard, the method of collision arbitration in the course of collaborative design based on hybrid attribute decision making with multi-type index, the method of job scheduling on SMEs' key equipments based on hybrid multi-attribute decision making, the method of single-controller & multi-loops networked control system based on the task scheduling with self-adaptive prior.An example of developing numerical control machine tool collaboratively in a dynamic alliance enterprise is studied in this paper. It shows the specific steps and calculating process for the methods of planning and decision making and scheduling presented in this paper, and its results testify the correctness of the methods and also shows that they have higher reference value for SMEs to deal with the uncertain optimal problems in the course of product development.
