Under the dual pressure of our country’s high-speed urbanization and motorization process,our country’s long-term high-frequency,small-batch,and extensive logistics distribution model has brought many social problems to cities.The road-dominated urban logistics distribution model intensifies the road load,resulting in continued deterioration of ground traffic conditions,further deterioration of urban air quality,increasing risk of delays,and high probability of damaged goods being delivered.At the same time,with the further expansion of the city,the railway stations originally located on the periphery of the city have also been incorporated into the city,and the cargo transportation capacity of these railway stations has not been fully utilized.At this stage,most of the daily necessities in the city are transported by road.However,with the continuous increase in the demand for urban traffic and freight,it is difficult to meet the current high-efficiency and green logistics needs only by complete road transportation.It is proposed to introduce railway transportation to participate in the city.Logistics distribution and the construction of a new railway-led urban green logistics system are of great significance to solving the above problems.Because this can not only improve the utilization rate of existing resources such as railway yard lines,but also promote the efficient and green development of urban logistics.First of all,by analyzing the development status and supply-demand contradictions of railway transportation and urban green logistics distribution under the overall requirements of the state’s promotion of urban green distribution,the paper grasps the development direction of urban green logistics distribution as a whole,and solves the problem of insufficient matching of supply and demand in urban logistics distribution.A new model of railway-led urban dynamic logistics alliance that uses the advantages of railway transportation to replace part of road transportation and improves the matching degree of urban distribution supply and demand.The basic concept of the railway-led urban dynamic logistics alliance is analyzed,including its connotation,characteristics and advantages.On the basis of exploring the subject positioning of railway transport enterprises,railway logistics centers,road transport enterprises and government management departments participating in the implementation of railway-led urban green logistics distribution,the service objects and work flow of the alliance are analyzed.Secondly,the construction process of the railway-led urban dynamic logistics alliance is analyzed.Starting from the key issues and general process of alliance construction,this paper analyzes the early internal planning stage of alliance construction from three aspects: the assessment of alliance logistics opportunities,the determination of alliance partners and the signing of alliance cooperation contracts;The four aspects of alliance task allocation calculation and alliance income distribution calculation are analyzed.The main body collaborative planning stage of alliance construction is analyzed;the improvement and perfection of alliance are also studied.Preliminary preparations have been made for the assignment of tasks and interests of the specific research alliances.Then,on the basis of the general method of task assignment and its assignment procedure,the assignment procedure of serial-parallel hybrid assignment of railway-led urban dynamic logistics alliance and a suitable method for solving this problem are proposed.A serial-parallel hybrid multi-link task assignment model is established,and the NSGA-Ⅱ genetic algorithm is used to analyze and solve the case,and the parameters of the NSGA-Ⅱ genetic algorithm are determined by sensitivity analysis.Finally,the railway-dominated urban dynamic logistics under the three different alliance structures of the railway transport enterprise and the road transport enterprise alliance,the railway transport enterprise and the railway logistics center alliance,and the railway transport enterprise,the road transport enterprise and the railway logistics center three-party alliance structure is constructed.The income calculation model of the alliance;based on the Shapely value,the income under three different alliance structures is distributed,and the calculation example proves that the distribution method is effective and fair,and can promote the stable development of the alliance.
