The subsidence and crack of pavement over the structures such as culvert or underpass are one of principal diseases of the highway. Although some strengthen measure are used in the designing methods of the cement concrete pavement over the structures, but the study to get the measurcs is not complete, and the designing method for asphalt concrete pavement over the structure is not found in the designing standard of asphalt concrete pavement. According to linear 3 dimensions elasticity theory, the structure properties of the asphalt concrete pavement and cement concrete pavement over the structures are studied completely by semi analysis and semi numeric method and finite element method in this paper. In the semi analysis and semi numeric method, the solution is consisted of the solution of elastic layer system and plates joined each other, the boundary conditions are satisfied by method of weighted residuals. The effects produced by the position of loads, the thick of soil on the structures, geometric sizes and physical parameters of the pavement to the structure properties are studied. By analysis and comparisons, the reasons to cause the diseases are determined. The some model experiments of the problem are made. The conclusions got from the experiments are unanimous with the conclusions by analysis methods. At last of the paper, the typical structure and design are recommended for asphalt concrete pavement and cement concrete pavement over the culvert or underpass.
