The warship formation (WF) is an operating unit formed by some warships under one command for the same operational mission. The command and decision-making (CDM) of WF is a dynamic decision-making process which becomes a tactical level real-time complicated decision problem (TRCDP).Searching submarine of WF is a typical search for evading targets, which is simplified a problem of searching moving targets in search theory. Today, because the complicated degree of CDM is higher, operations research meets many difficulties. And in an operational command system (C~3I), man-decision and machine-decision are separated; decision model, reasoning mechanism and decision process are fixed.The prime reason of these problems is: operations research can't solve qualitative problems in CDM; Reductionism has difficulties to deal with decision making of a complicated system.The study purpose of this dissertation is to find ways to resolve above problems: advances metasynthetic operational command (MOC), then designs metasynthetic formation operational command system (MSFOCS), at last, studies how to organize and fulfill searching submarine in MSFOCS.(1)MOCMOC is a new CDM method: In the formation operational command center of hall for workshop(FCOC_HW), collaborative work and cooperative thinking are executed between human and machine, qualitative and quantitative analysis are fused, CDM is promoted form "data + information" to "data + information + knowledge". Therefore, man-machine-integrative CDM is realized.(2)MSFOCSMSFOCS is a distributed network decision platform, in which information, knowledge and resource are shared. The system adopts the idea of "operational command = process of decision-making and control + decision-making element", "operation process = tactical action + relationship". Therefore, decision support and process optimization are synthesized.(3)studying on WF searching submarine operations by using MOC in MSFOCSThe problem is divided into situation domain and search domain. In situation domain, the model of geographical search field, the hierarchical model of intelligence comprehension and the elusion track model of submarine are built. In search field, the model of adaptable distribution of search effort based on MSFOCS, and the model of muti-attribute taxis of WF coordinated search based on GA are built.
