The issue of Artillery Operational Command Efficiency is a fundamental concern in Artillery Operational Command and a key factor to achieve battle effectiveness through Operational Command. With the development of high technology, it arises to the most important battle effectiveness factor due to the reasons such as high denseness in Arm Equipment Technology, severe confrontation of battle movement and operational commands. Therefore, the evaluation of Operational Command Efficiency gains an increasing importance nowadays. The theory of Artillery Operational Command appeared rather late, yet it has developed greatly within a few years to yield such mature Operational Methods as Automatic Command based on C4ISR today. Still, the related efficiency evaluation on Artillery Operational Command lacks an exact quantitative method of the whole and is mostly confined to qualitative studies with subjective judgments.First of all, this paper discusses the significance and practical values of our research, an evaluation on Artillery Operational Command Efficiency. Focusing the analyses on functional mechanisms of operational commands, the author redefines more scientifically the terms, Artillery Operational Command Efficiency along with its Evaluation and further illustrates research method together with solution outlines of this study.Secondly, a thorough and systematic analysis on major influencing factors in Artillery Operational Command Efficiency is carried out. The paper reviews such factors as Commander, Command Means, Command Objects, Command Information, Command Agency, Command Method, Command Environment, etc. with further specific discussions.Meanwhile, this paper explores deeper into a systematic relation between influencing degrees and the causing factors mentioned above, upon which a mathematical model is constructed. Meanwhile, to deal with the changing situations in Operational Command and a series of complicated influencing factors, the author employs an analytic hierarchy process, combining qualitative and quantitative studies together, to establish weights for each evaluation index and to construct our evaluation model based on Fuzzy Comprehensive Evaluation Method.At last, this paper proposes both a weight calculation method and specific...
