As the using and repairing cost of the weapon equipment in the late phase is more than halfof the total fee and the cost is decided by the demonstration design before the program is fixed onin the early phase, studying the life-cycle cost of the weapon equipment with basic elements of thesystem engineering and making the macroscopical prediction and control to the life-cycle cost ofthe weapon equipment have undoubtedly theoretical meaning and realistic meaning.Based on the systemic study of the concepts on the macroscopical prediction and control tothe life-cycle cost of the weapon equipment, the instances of the macroscopical prediction andcontrol to the life-cycle cost of the weapon equipment abroad are comprehensively introduced, theoperational mechanism and manage system of the macroscopical prediction and control to thelife-cycle cost abroad are presented and the developing course, the basic instances and the existedproblems of life-cycle cost in our country are systematically studied.The key to this article is to build the model of the macroscopical prediction and control to thelife-cycle cost of the weapon equipment. According to the need of building models, the indexsystem of the macroscopical prediction and control to the life-cycle cost is ascertained firstly. Afterthat three kinds of models are built. The first kind is the linear regressive model between the eightfactors effected the macroscopical prediction to the life-cycle cost and the life-cycle cost of theweapon equipment in U.S.A and our country. Through the analysis of that model,.the.effect degreeof the factors such as military demands and national finance and economics etc to the life-cyclecost is nailed down. Secondly, the three mathematical models about the military dominating,contract restricting and the whole course plan of the macroscopical control to the life-cycle cost inour country are built. Thirdly, s-curve control model about the life-cycle cost is built and a seriesof conclusions are reached through the analysis of the model. At last, the measure and adviceabout strengthening the management of the life-cycle cost are brought forward.Through study, this article puts forward the prediction and control models and measures ofthe life-cycle cost of the weapon equipment in our country from the qualitative and quantitativeangles of view, which provide technological support for strengthening the life-cycle costmanagement of the weapon equipment and increasing the construction benefit of the weaponequipment.Keywords:weapon equipment, life-cycle cost, macroscopical prediction, macroscopical control, model...
