In recent years, Our highway cause has a rapid development. By the end of “eleventhfive-year plan”, the total highway mileage of our country has reached to nearly four millionkm. with the vigorous development of highway career, the highway maintenance issues areincreasingly subject to people’s attention. We should be committed to strictly control themaintenance engineering cost. Based on the limited maintenance funds, improve maintenancework quality and ensure the road smoothy, so as to provide people the comfortable andeconomy highway traffic conditions which is also fast and safe. In view of this, from thelife-cycle perspective, to pursue maximum investment benefit based on the limitedmaintenance costs, and to study the key control technology of the maintenance engineeringcost have become the major problem that we should solve urgently.Therefore, based on the management situation of highway maintenance costs, this articlehas deeply studied the full life-cycle characteristics and control technology of pavementmaintenance costs, according to the problems existing in the cost management of roadmaintenance. the main contents are as follows:(1) This paper has Studied the development ofexpressway trunk highways and rural highways. Study the highway maintenance policies,regulations and management model of the typical provinces represented by Sichuan andGuangdong Province, so as to provide reference. for highway maintenance cost controlling (2)This paper has analyzed the superiority of maintenance market-oriented, and studied itsfeasibility of carrying out maintenance market-oriented from the status. The measures topromote market-oriented have been proposed. Based on the analysis of the status of highwaymanagement, the problems of maintenance management have been put forward.(3)Combined the full life-cycle characteristics and the characteristics of maintenance engineering,This paper has divided maintenance engineering life cycle into the following five stages:introduction period (IP), the introduction transient period (ITP), growth period (GP), maturityperiod (MP), decline period (DP). The maintenance life cycle cost framework has beenestablished and the cost of every stage has been studied.(4) This paper has deeply studied thematter element analysis theory and established matter element prediction model of pavementperformance, which has provided basis for the life-cycle cost control system. Taking the CZhighway for example, the performance prediction and application verification has been taken.(5)This paper has deeply analyzed the maintenance cost information of six typicalexpressways. The intervals of maintenance cost and cost proportion have been determined, and the monomial evaluation standard of maintenance cost. based on interval numberapproximation method has been proposed. The maintenance cost comprehensive evaluationsystem based on the fuzzy theory has been established and a case analysis. has been present(6)By the in-depth study on the advantages and disadvantages of the whole life cycle costanalysis methods, the benefit cost ratio method has been determined to analyze the life cyclecost of the maintenance project. By studying the characteristic of maintenance cost andbenefit, the cost model and benefit model of maintenance project life cycle have beenrespectively set up, with the affecting factors being analyzed. On the basis of the aboveresearches, the cost control system based on the life cycle has been established, and a caseanalysis has been presented.In conclusion, this paper has carried on a system research on the management presentsituation of maintenance cost. Based on the deep research on every stage cost, this paper hasdeeply analyzed the maintenance cost information of six typical expressways. The intervals ofmaintenance cost and cost proportion have been determined. The monomial evaluationstandard of maintenance cost. based on interval number approximation method and themaintenance cost comprehensive evaluation system have been proposed. The cost controlsystem based on the life cycle has been established. The research results are of very importantguiding significance for the cost controlling of the pavement maintenance cost.
