At the beginning of emerging, the normative legitimacy research has close connection with the value reflection of political philosophers aiming at the actual political affairs and political ideal of rulers. Normative legitimacy theory has long vitality because of its deep reflection on the political ideals and ability of analyzing and judging on the actual politics. However, it's a pity that traditional normative legitimacy theory depended too much on a certain ultimate political value system, in the modern society that leading to account for in science and technology, value coexists in pluralism, traditional normative political legitimacy theory faced with two enormous challenges coming from the inside of this theory system. First, it is the scientific doctrine persons who want to defeat traditional political philosophy in the political science sphere, they declared that the problem of political legitimacy is a false problem of political science, by the means of the declaration, persons who believed in the scientific doctrine tried to destroy the theory of political legitimacy.
