Author points out although Chen didn't enter China Daoism Association and Shang Hai Daoism Association, all China Daoism Association's and Shang Hai Daoism Association's important files were written by Chen. It can be said Chen was the actual leader of these two associations. After liberation Chen exploited the way of Daoism modernization.
