The paper makes a thorough study of the Chinese Communist Party's (CCP) exploration of the theory and practice of the resolution of ethnic issues in Inner Mongolian area, trying to clearly analyze and research some important issues such as CCP's basic policies and systems in establishing regional ethnic autonomy, autonomous movements led by CCP in Inner Mongolia, tortuous realization process of the autonomy and so on.The paper consists of 3 parts, introduction, the main text and conclusions.The first part introduces the motivation of choosing the research topic and its meanings, main angle of view and discussion range, the present study at home and abroad and main materials used in the paper.The main text part is divided into 4 chapters. Chapter one probes into the background of the research, which includes the ethnic conditions background of ethnic issues in China concerning the issues in Inner Mongolia, ethnic patterns and characters of ethnic relationships, ethnic policies of all the past dynasties and their influences, ethnic movements in modern times in Inner Mongolia and some relative issues. Chapter two analyses systematically CCP's process of cognition in domestic ethnic issues and several concepts of resolution since its foundation, especially its long-term exploration of state structure, "single party dictatorship" or "federal system". It also makes a deep dissection of a series of guiding principles and policies drawn up by CCP in strengthening its work in ethnic regions such as Inner Mongolia, including four typical guiding documents concerning ethnic issues in Inner Mongolia. It speaks volumes for CCP's tortuous process in establishing the essential policies of regional ethnic autonomy with its continuous practice under various historical conditions and repeated thought with the essential principles of Marxism. The great success achieved in the work of ethnic issues in Inner Mongolia is one of the most important factors in the policy decision. Chapter three expounds the practice course of launching autonomous movements and founding the autonomous government in Inner Mongolia. On the basis of thorough and careful analysis of historical materials, it elaborates on CCP's brewing and preparatory work of Inner Mongolia autonomous movement, and the ethnic movement in the new situation, the foundation of Inner Mongolia Autonomous Movement Association and the successful meeting on April 3rd, 1946, and the foundation of Inner Mongolia autonomous government and some other important facts. It also analyses the initiative practice in the autonomous movement conducted by CCP represented by Wulan Hu with the close combination with the ethnic and regional character of Inner Mongolia. Chapter four makes a deep study of such important issues as developing the autonomous movement, strengthening ethnic work, annulling three provinces (Suiyuan, Jehol and Chahar) and realizing theunited regional autonomy of minority ethnic group. On the basis of thorough textual research of related files, documents, recollections and other materials, a detailed analysis is made about some important historical facts and issues such as the foundation of work committee of CCP in Inner Mongolia, the armed struggle for the autonomous movements, the successful experience in ethnic work, the typical implementation of ethnic policies of the new China, the CCP's decision to restore the historical region of Inner Mongolia and form the united administrative divisions, the remove of Party and government departments to Zhang Jiakou and its combination with Suiyuan government, the incorporation of Qahar League, Xilin Gol League, Ongniud Banner, Harqin Banner, Chifeng County, Alashan Banner and Ejina Banner into the Inner Mongolia Autonomous Region.The conclusion part expounds the historical thought of the proposition and summarizes the significant theoretical value and practicing meaning of the realizing of regional ethnic autonomy in Inner Mongolia as well as the comprehensive discussion.Contrasting with others' similar achievements, the paper makes full use of complied documents such as "Party's Secret Files Since The Sixth National People's Congress", "Files Selections of CCP's Central Committee", "Complied Documents Concerning Ethnic Issues" and "The Files and Historical Materials Selections Concerning the Birth of the First Ethnic Autonomous Region in China", some original files collected in Inner Mongolia Archives and Hebei Province Archives, newspaper materials such as "Jiefang Daily", and recollections materials such as "Wulan HU Recollections", adding or supplementing CCP's primary propositions of ethnic issues resolutions, the brewing of launching Inner Mongolia autonomous movements, the preparation for "the meeting on April 3rd, 1946" and its main contents, the foundation of work committee of CCP in Inner Mongolia and People's self-defense corps of Inner Mongolia, the problems of Qahar League and Qahar Province left over by history, the measures to rescind the organizational system of Suiyuan and Jehol Province and some other historical facts. It enriches the contents of such issues as ethnic issues of Inner Mongolia in modern times, CCP's understanding of "separatist warlord regimes" and "federal movement", the innovation of ethnic theory in deepening the ethnic conditions awareness, the inspection over the ethnic work in Inner Mongolia and other areas in the early period of state foundation; it brings up some important viewpoints such as CCP's finally significant decision to choose single party dictatorship and abandon federalism only before the foundation of the new China, the restoration of historical region of toner Mongolia, the establishment of autonomous government organizations over the system of league and banner, the brilliant policy decision of realizing ethnic regional autonomy of Inner Mongolia.
