Norms On Ethnic Legal Translation

Law of the People's Republic of China on Regional Ethnic Autonomy occupies an extremely significant position in ethnic legal system of socialism with Chinese characteristics.As "One Belt,One Road" initiative is proposed,it is more necessary than ever for ethnic minority regions to gain the initiative when publicizing and transmitting ethnic policies and ethnic laws or regulations,which is beneficial for the global world to know Chinese legal policies in ethnic minority regions to the greatest extent.The thesis takes the English version of Law on Regional Ethnic Autonomy(2001)as a case study,combining with Law on Regional National Autonomy(1984),Decision of the Standing Committee of the National People's Congress Concerning Revisions of Law on Regional National Autonomy(2001),Several Provisions of the State Council on the Law on Regional Autonomy by Ethnic Minorities(2005),white paper—Regional Autonomy for Ethnic Minorities(2005),and regards Toury's translational norms as a theoretical tool,adopting the descriptive method to discuss ethnic legal publicity translations,like Law on Regional Ethnic Autonomy,with the purpose of normalizing and improving the quality and acceptability of this kind of legal documents.The research found:in initial norms,the legal text is indeed closer to target readers;in preliminary norms,national policies in ethnic minority regions are presented truly and accurately;in operational norms,translators adopt amplification,omission and readjustment of sentence orders in matricial level,and focus on words with culture information,nominalization,changes of voices and stylistic features in textual-linguistic level,which conform to expressing habit of target readers.But unsatisfying places also appeared,such as unnecessary nouns,unnecessary modifiers.Therefore,first and foremost,more attention should be paid to studies on the English version of Law of the People's Republic of China on Regional Ethnic Autonomy,then in the process of ethnic legal publicity translation,translators should adopt expressing ways widely accepted in the global world.Finally,putting normalization of publicity translation into practice much further,especially translation strategies in macro perspective before translating and translation skills in micro perspective,to construct a good ethnic discourse system between Chinese and other countries,and broaden the scale of international communication.
