The social welfare policy changes that was made in 1980s. There are so many new things happened in this period. The new political idea from New conservative and the new social welfare ideology of the supply side economics and monetary economics combined together which gave American welfare system a big challenge. The rhetoric on "anti-welfare" topic were spread in United States everywhere. New Deal style welfare system was in doubt. Most of American especially the middle class believed Welfare make people dependent and idle that destroyed the power of economic development. Actual evidence showed in the social security system which almost run into a big economic trouble. When American economic was in crisis due to the stagnation. Where is the way for American to go to re-establish American social contract?Reagan , one of the most popular presidents in American history, demonstrated remarkable political adroitness , quickly manage to terminate public welfare program and slashed the government spending, and proposed a social security act, tax cut to advance the economic development He also implement his desire to transfer government functions from Washington to the state capital called for a "New Federalism". He created a bipartisan commission and charged it with making recommendation to prevent the system's defaulting. This was a solution which had a great deal significance to know Ameican welfare system and the management of the system, and also the ideology of American welfare.In order to know more about American welfare system, The paper would investigate the history of this period, using history analysis method to explain the whole history ,the reason , the course and the-result..The first chapter "The development of social welfare policy and welfare crisis " ,this chapter depict the social backgrounds in and after 1980, which is the basement for this welfare reform innovation. The economic change, social thoughts and the political reversal is important factor to understand the Reform.The second chapter "social problem and social policy" , this chapter make stress on some important social problems and social thoughts before the social reform , especially describe dispute in academic field , public opinion and important social problems to make sure the factor that made the welfare reform happened.The third chapter "The practice of re-establish social contract" , this chapter depict The whole history of Reagan government's welfare reform. From the preparation to practice, Reagan government took the curtive strategy to solve the problems existed in American welfare system different from the alleviative one in 1930s and 1960s.The economic Inunited states resuscitated for cutting method and the devolution . It also describe the relationship between the federal and the states. After Republican handled the policy for 12 years, the welfare system in United States changed heavily.The fourth chaper "Beyond Reagan revolution " , this chapter emphasis on the voluntary organization, corporation organization and the root organization which constituted as the supplement of welfare system and depict the development of these groups.The last chapter "The evaluation of Reagan welfare reform", this chapter analysis the result of the reform and discuss the disputes on the affairs. In the end , the paper make the terse conclusion and take Reagan revolution as the watershed in American welfare history.
