CBMs are not only a great achievement of peace-keeping in Europe, but also in international military security field.In today's world, CBMs has been extensively used to reduce unexpected conflict by mutual distrust countries. As a peace-keeping method, CBMs will realize the notification, transparence and predictability of military actions, and clarify the purpose of military activities, eliminate the roots which caused tensions between nations, reduce the risk of occasional conflict, in order to strengthen the confidence and safety between countries. Toward the countries which have potential security troubles, CBMs will be a useful way to manage the international conflicts. Europe, South America, Middle East, and Asia-Pacific have tried to use CBMs safeguard regional security.The success or failure of CBMs related with security conceptions which countries hold, especially the self-service safety concept like "Deterrence strategy" often prevent the process of CBMs. Only under the guidance of comprehensive security concept without using arms control quality as the ultimate critical standard of peace. This article will combed the relevant process of CBMs in Europe, and try to summarize the lessons of other countries, for our good practice solve territorial disputes and to solve the territorial disputes and reunification issues.With the improving of the comprehensive national strength, the necessary resources and markets for China's economic development are becoming increasingly dependent on overseas. In recent Chinese security situation, South China Sea and Taiwan Strait have potentional conflict factors, China national strategic interests depend on maritime security. To keep maritime situation and seaways peace and stability is the foundation for China's peaceful rise. How to use economic, political, military, diplomatic and technological means to advance China and relevant countries or regions to establish effective Marine safety trust measures, to eliminate hidden dangers in Taiwan Strait and South China Sea, will be a difficult question China must answer during the process from land power to Sea power.
