Confidence Building Measures (CBM) is usually considered as a series of measures to reduce or eliminate the misunderstanding of the perception of military concern in order to assure the security. However, with the development of the situation, the connotation and extension of CBM has undergone changes, the objective situation in Asia-Pacific regions provide the essential conditions for CBM, and the dialogue forum of ASEAN Regional Forum(AFR) brings about the possibility for the development of CBM in the region.It can be seen from the development of CBM in Asia-Pacific that the CBM here is unique with its essence different from any previous CBM. Military and nonmilitary measures, traditional and nontraditional security concern are all emphasized. Besides, the CBM in Asia-Pacific is laid out on various aspects. The concept of CMB in Asia-Pacific is transited from a nonofficial concept to official concept. The first time when the concept is accepted by the countries in Asia-Pacific is on the ARF in 1994. The ARF is the largest official forum in Asia-Pacific with its CBM playing a special function.As a power in Asia-Pacific, China is actively pushing the development of CBM. It is the rebut of China Threat Theory and maintenance of Asia-Pacific security.
