Study On The Operation Mode And Efficiency Evaluation Of Social Security System

With the continuous development of the society and economy in China, a series of problems related to social security are becoming more and more obvious. Therefore, the reform of social security system in China has been extremely urgent. A scientific comprehensive evaluation on the operation mode and efficiency evaluation of social security system in China is necessary.First of all, the problems of social security were studied systematically. Relevance theory and research state at home and abroad were analyzed. This paper showed that social security system is a subsystem of social system. Social security system is an intermediate system that is relatively independent from social production and management system. It is a stabilizer of the whole society. It establishes a bridge between management and production and plays an important role of connecting and promoting.The social security system in China has been comprehensively analyzed. A comprehensive evaluation system of the efficiency of social security system in China has been established based on the principle of consistency, scientificity, comparability, integrity, including 5 aspects: (1) the evaluation of main conditions, reflecting the objective level of development; (2) the evaluation of social input for social security, reflecting the subjective input dynamics of the implementation of social security; (3) the evaluation of social benefits, reflecting the social output benefits of the implementation of social security; (4) the evaluation of the organization of social security, reflecting the efficiency of the operation of social security; (5) the evaluation of the coordinate relationship between the level of social security and national economy, reflecting the coordination between the level of social security and the economic strength in the region.Based on the evaluation system above, the evaluation model of social security system has been established through AHP, Fuzzy Comprehensive Appraisal Method, DEA and Neural Network combined evaluation model. The efficiency of social security system in China was evaluated by means of the model. Finally, based on the evaluation result, the principles of the construction of social security system were proposed, and the construction proposal of the improvement of social security system in China was proposed.
